This is an Indian Small Business Economic Enterprise (ISBEE) set-aside, restricting competition to certified Indian Economic Enterprises meeting 25 U.S.C. 47 and HHSAR 326.601 standards.

Place of performance is Tsaile, Arizona, with potential assignment to other Navajo IHS healthcare facilities as directed. The contractor must provide one full-time pharmacist delivering outpatient and community health pharmacy services to approximately 10,000 Navajo patients in a rural setting. The base performance period runs August 1, 2026 through July 31, 2027, with two optional one-year renewal periods. The contract requires 2,080 billable hours per year, quoted at an all-inclusive regular and overtime hourly rate.

Key personnel must hold an unrestricted pharmacy license in any U.S. state or territory, possess a minimum of 36 months of pharmacist experience including 12 months in outpatient and community health pharmacy, and maintain Basic Life Support certification. Advanced Cardiac Life Support and American Pharmacists Association immunization certification are preferred. Personnel must complete specified immunizations (Hepatitis A and B, MMR, varicella, TDAP/Td, tuberculosis testing, and annual influenza) before commencing work. The contractor bears full responsibility for staffing continuity, personnel management, background investigations, and administrative documentation.

The contractor must maintain medical liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate, comply with HIPAA as a Business Associate, and satisfy background investigation and REAL ID Act requirements. Evaluation prioritizes Technical Capability and Approach and Qualification Requirements of Key Personnel equally and significantly more than price. Quotations must be submitted in four separate PDF volumes: Administrative Documents (IHS IEE Representation Form), Technical Capability (maximum 6 pages), Key Personnel Qualifications (resumes, degrees, certifications, DEA license, CPR/BLS/ACLS/PALS proof, and NPDB reports for up to three personnel), and detailed pricing (maximum 2 pages).
