About this opportunity
The Transportation Security Administration intends to re-compete its Acceptance Testing Support Services (ATSS) contract and is issuing a supplemental Request for Information due October 7, 2026, to inform acquisition strategy; final contract vehicle, type, and set-aside decisions have not been made.
The current ATSS contract is a commercial, single-award Blanket Purchase Agreement under the GSA Multiple Award Schedule (MAS) in Professional Services Technical and Engineering Services, NAICS 541330, with performance ending January 2, 2027. During FY 2025, TSA conducted approximately 1,660 acceptance tests at roughly 800 locations involving more than 20 Transportation Security Equipment configurations across checkpoints and checked baggage environments. Services encompass Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) on passenger and checked baggage TSE, program management support, and travel to airports, factories, and other TSA locations throughout the United States; individual tests require 1 to 4 hours per system.
Responses must be submitted by October 7, 2026, 10:00 AM EDT to Joseph.Furtek@tsa.dhs.gov and Dehlia.Moore@tsa.dhs.gov. Each submission must include a White Paper (up to 10 pages) addressing acceptance testing capability, staffing and surge capacity, schedule volatility and site readiness, remote and document-based review, test article and logistics support, technical and engineering support, subcontracting and teaming, and oversight support for third-party and OEM self-acceptance testing, plus a required Cover Letter with company name, address, DUNS number, point of contact, business size under NAICS 541330 (size standard $25.5 million), and an optional Capability Statement. Questions must be submitted by October 2, 2026, 10:00 AM EDT.
