About this file
This is a Supplemental Request for Information (RFI) issued by the Transportation Security Administration for Acceptance Testing Support Services (ATSS) re-competition (Document No. TSA25-04-0628).
TSA is seeking market research to inform its acquisition strategy for ATSS re-competition. The current ATSS contract is a commercial, single-award Blanket Purchase Agreement (BPA) awarded under the GSA Multiple Award Schedule (MAS) in Professional Services Technical and Engineering Services (non-IT), Category 541330 ENG: Engineering Services, with a period of performance ending January 2, 2027. During FY 2025, approximately 1,660 acceptance tests were conducted at approximately 800 different locations involving more than 20 Transportation Security Equipment (TSE) configurations across checkpoints and checked baggage environments. ATSS encompasses both Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT), with individual tests taking 1 to 4 hours per system and a typical eight-hour day involving 1 to 4 test types. Services include acceptance testing of passenger and checked baggage TSE, program management support, and travel to airports, factories, and other TSA locations throughout the United States.
Responses must be submitted by October 7, 2026, 10:00 AM EDT via email to Joseph.Furtek@tsa.dhs.gov with a copy to Dehlia.Moore@tsa.dhs.gov. Submissions must include a White Paper (not exceeding 10 pages) addressing eight areas: acceptance testing capability, staffing and surge capacity, schedule volatility and site readiness, remote and document-based review, acceptance test article and logistics support, technical and engineering support, subcontracting and teaming, and oversight support for third-party and OEM self-acceptance testing. White Papers must be accompanied by a required Cover Letter identifying company name, address, DUNS number, point of contact, and business size under NAICS Code 541330 ($25.5 million size standard), and an optional Capability Statement addressing GSA schedules held, DHS and non-DHS Strategic Sourcing Vehicles, recommended contract vehicle, likelihood of re-competition participation (1-10 scale), and suggestions for increasing participation. Questions regarding the RFI must be submitted by October 2, 2026, 10:00 AM EDT. TSA has not finalized decisions regarding contract type, vehicle, or set-asides for the re-competition.

All interested and qualified businesses are encouraged to respond to this RFI in accordance with the instructions provided below.
This RFI is issued for information and planning purposes only and does not constitute a solicitation. There is no solicitation document presently available. All information received in response to this RFI that is marked “Proprietary” will be handled accordingly. All questions or requests for clarification regarding this RFI should be submitted via email to Joseph.Furtek@tsa.dhs.gov with a copy to Dehlia.Moore@tsa.dhs.gov by October 2, 2026, 10:00 AM EDT. The subject of the email must be titled “ATSS Supplemental RFI – Questions – [Company Name].” TSA cannot guarantee that it will respond to any questions or requests for clarification regarding this RFI.
II. ATSS BACKGROUND
Acceptance Testing involves testing passenger and checked baggage Transportation Security Equipment (TSE) to verify that this equipment meets applicable standards before this TSE is accepted by TSA. Acceptance Testing is performed at factories (referred to as “Factory Acceptance Testing” or “FAT”) and at various deployed locations (referred to as “Site Acceptance Testing” or “SAT”).
Depending on the TSE being tested, each individual Acceptance Test may take between 1 and 4 hours per system. During a “typical” eight-hour day of testing, 1 to 4 types of TSE are tested.
ATSS involves both Acceptance Testing as well as other ancillary services such as Program Management support.
As part of ATSS, travel is required, generally to airports (or other TSA locations), factories, and other similar locations located throughout the United States.
ATSS is currently purchased under a commercial, single-award Blanket Purchase Agreement (BPA). The current ATSS BPA was awarded under the General Services Administration (GSA) Multiple Award Schedule (MAS) Professional Services Technical and Engineering Services (non-IT) Category 541330 ENG: Engineering Services. The current BPA’s period of performance ends on January 2, 2027. The NAICS code for the current BPA is 541330.
During Fiscal Year (FY) 2025, approximately 1,660 tests were conducted under the ATSS BPA at approximately 800 different locations. The effort involves more than 20 TSE configurations across checkpoints and checked baggage environments.
Please note that TSA has not made any final decisions regarding the contract vehicle(s) to be used for the ATSS re-competition (i.e. contract type, contract vehicle, set-asides, etc.).
III. INDUSTRY RESPONSE
White Paper
Responders are requested to provide written responses to TSA’s Questions / Areas for Input in the form of a White Paper.
White Papers shall not include “pitch” or “capabilities” statements.
The Performance Work Statement issued in connection with the solicitation for the existing ATSS BPA is attached as a reference. Responders are cautioned that the actual requirements may differ significantly from this. The Government may, ultimately, elect not to solicit for these requirements or pursue a different path to acquire them.
Questions / Areas for Input:
1. Acceptance Testing Capability
• Describe your specific experience performing or supporting Acceptance Testing for TSE or other complex operational systems. Your answer should specify the types of equipment that you have tested.
• Describe your specific experience reviewing third-party organizations’ self-acceptance test reports or similar documentation to determine whether a system meets applicable standards.
2. Staffing and Surge Capacity
• Describe your capability to staff multiple, simultaneous test events occurring at different sites both within and outside of the continental United States (CONUS), such as airports or factories during the same week with the number and types of tests varying week to week.

There is no page limit on the Cover Letters or Capability Statement, however, Responders should only provide the requested information.
The Government does not intend to provide feedback nor answer questions submitted by industry via the Cover Letter or Capability Statement.
