About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is issuing a Request for Information (RFI) for logistics support services related to the Trusted Aircraft Information Download Station (TADS) and Common Mission Debrief Program (CMDP) systems used in F-15 aircraft operations. The procured services will encompass repair and testing, shipping and receiving, inventory tracking and documentation, spares management, and firmware/logic support, with the contractor required to furnish all necessary personnel, equipment, labor, tools, and materials. Key qualifications include Secret-level security clearance capability, expertise in similar system sustainment projects, demonstrated quality assurance processes, repair and maintenance capabilities, and relevant facility and equipment resources. The Government seeks responses addressing general capabilities, past project experience, quality assurance methodologies, repair capabilities, facility and equipment listings, hardware production capabilities, and standard warranty and return processes. The RFI response deadline is March 19, 2026, with submissions directed to Coretta Yeadon (coretta.yeadon@us.af.mil) and Ebony Walker-Simpson (ebony.walker-simpson@us.af.mil), with file attachments limited to 10 MB per email.

This procurement carries no set-aside designation and identifies Telspan Data, LLC as the Original Equipment Manufacturer and owner of all proprietary TADS data. The contract covers an anticipated volume of 10 to 30 TADS and CMDP units per year requiring repair and replacement services over a five-year period consisting of a basic contract term plus four option years. Performance requirements include maintaining a 30-day turnaround time for standard hardware repairs and 45 days for complex repairs, achieving 95% pass rates on initial inspection of repaired assets, limiting product quality deficiency reports to no more than 10% of repaired assets annually, and completing approximately 40 software repairs and 15 hardware repairs per contract year. The contractor must establish a repair facility within 30 days of award, maintain a Diminishing Manufacturing Source/obsolete parts management program, and demonstrate 100% compliance with their quality management system within 90 days of contract award. While specific award values are not disclosed in this market research phase, the scope and duration indicate a significant sustainment contract requiring substantial organizational capacity and technical expertise.
