About this file
This is a Request for Information (RFI) issued by the United States Air Force for market research regarding the F-15 Trusted Aircraft Information Download Station (TADS) and Common Mission Debrief Program (CMDP). The RFI was issued on 20 February 2026 for Robins Air Force Base, Georgia, with responses due by 19 March 2026. The Government seeks to identify potential contractors with expertise, capabilities, and experience for qualification and production support of these systems, which require Secret-level security clearance with anticipated foreign participation. Telspan Data, LLC is identified as the Original Equipment Manufacturer and owner of all proprietary data for TADS.
The acquisition covers logistics and sustaining engineering services for 10 to 30 units per year of TADS and CMDP repair and replacement over a five-year contract period (basic plus four option years). Required services include spares provisioning and support, firmware/hardware/logic/software upgrades, technical support, repairs, regression testing, configuration management, packaging, handling, storage, transportation, cybersecurity compliance, inventory control, support equipment provision, and travel. Contractors must furnish all materials, support equipment, tools, and test equipment, with responsibility for maintaining and calibrating support equipment. The Government does not own or have access to system data and has determined TADS/CMDP to be non-commercial items. Responses should address general capabilities, past similar project experience, quality assurance processes, repair and maintenance capabilities, facility and equipment listings, hardware production capabilities, and standard warranty and return processes. Participation is voluntary, and responding to this market research does not guarantee participation in future solicitations or contract awards. Responses should be submitted via email to Coretta Yeadon (coretta.yeadon@us.af.mil) and Ebony Walker-Simpson (ebony.walker-simpson@us.af.mil), with attachments not exceeding 10 MB per email.

REQUEST FOR INFORMATION
Mission Debrief Program Robins AFB, GA
PURPOSE/DESCRIPTION:
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet the requirements for the qualification and production of the F-15 Trusted Aircraft Information Download Station (TADS) and Common Mission Debrief Program (CMDP) for use by the United States Air Force (USAF).
This is an acquisition for the logistics and sustaining engineering services required to sustain and maintain the fielded TADS units and CMDP software. These services include the provisioning of spares, spares support, upgrades to firmware/hardware/logic/software, technical support, repairs, regression testing, configuration management, packaging, handling, storage and transportation to include shipping & receiving, cybersecurity compliance, inventory control, support equipment and travel.
The F-15 Flight Data Recorder (FDR) program was initiated to leverage Inter Range Instrumentation Group (IRIG) 106 Chapter 10 Digital Recording Standard compliant recorders for providing the required data to support mishap investigations, Military Flight Operational Quality Assurance (MFOQA), Reliability Centered Maintenance (RCM), Aircraft and Engine Structural Integrity Programs (ASIP/ENSIP), and aircraft development programs and training.
The data recorded during flight operations is written to a solid state media device prepared by the CMDP software. After flight, the TADS units provide a download solution to extract the IRIG 106 Chapter 10 files from the flight media, process the data, and transfer the data to end users via Secure File Transfer Protocol. This download is handled by a logic controlled process that provides isolation between circuit board components and external interfaces in order to meet stringent security requirements. TADS and CMDP support the F-15 weapons system platform.
The acquisition strategy is a five-year contract (basic plus 4 option years).
The projected quantities for repair/replacement of TADS CMDP units is no less than 10 units per year to no more than 30 units per year.
