The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is seeking contract logistics support and sustainment services for the Trusted Aircraft Information Download Station (TADS) and Common Mission Debrief Program (CMDP) systems used in the F-15 C/D/E fleet. The procurement encompasses repair and testing, shipping and receiving, inventory tracking and documentation, spares management, and firmware/logic support services. Contractors must establish a repair facility within 30 days of award capable of storing up to 50 spare TADS units and meeting repair turnaround times of 30 days for standard repairs and 45 days for Over-and-Above repairs. Key performance requirements include maintaining a 95% quality standard on first inspection, achieving no more than four late deliveries per contract year, limiting Product Quality Deficiency Reports to no more than 10% of repaired assets annually, and achieving 100% compliance with the contractor's Quality Management System within 90 days of award. The submission deadline for responses to the Contractor Capability Survey is February 19, 2026, with submissions directed to Coretta Yeadon and Ebony Walker-Simpson at the Air Force email addresses provided in the solicitation documents.
This procurement includes no set-aside designation and identifies Telspan Data, LLC as the Original Equipment Manufacturer and owner of all proprietary TADS data. The government estimates approximately 40 software repairs and 15 hardware repairs annually, with a projected repair and replacement volume of 10 to 30 units annually under a five-year contract structure consisting of one base year plus four option years. A Secret-level security clearance is required, and foreign participation is permitted. Prospective contractors must provide detailed facility and equipment listings, quality assurance processes, past experience on similar projects, repair and maintenance capabilities, manufacturing and repair experience with TADS components, and standard warranty procedures in their capability survey responses. The Performance Work Statement specifies comprehensive contract data deliverables including monthly status reports, integrated program management reports, program management plans, and environmental safety and health evaluations.
