About this opportunity
The Department of Labor Office of the Assistant Secretary for Administration and Management seeks procurement and installation of a replacement 150-ton Carrier (or equivalent) HVAC chiller unit at the Mine Safety and Health Administration's Approval and Certification Center in Triadelphia, West Virginia, with proposals due September 8, 2026. This is a Women-Owned Small Business set-aside (100% WOSB).
Place of performance is Triadelphia, WV, at 765 Technology Drive, Building 1. A mandatory site visit is scheduled for September 4, 2026, from 11:00 a.m. to 12:00 p.m. ET; contact Wesley Shumaker at 202-693-1000, extension 16579.
The chiller must consist of two equally divided circuits of 75 tons each, each capable of independent operation, with E-coating applied during manufacturing. Scope includes removal of the existing chiller in compliance with EPA refrigerant standards, installation with connections to current infrastructure, replacement of HVAC valves on hot water and glycol systems, rework of chiller piping and electrical/control systems, reinsulation of piping and valves, system recharge with legacy glycol, and startup testing. Work must commence within 5 days of unit delivery and be completed within 120 days. The contract is firm-fixed-price.
Contractors must hold valid West Virginia HVAC technician certification with at least 2,000 hours of experience and provide two references demonstrating 5 years of experience with 150-ton chiller replacements within the past 5 years. NAICS code 238220; size standard is $19 million. Evaluation weighs technical capability, experience, management plan/quality control, and past performance as more important than price. Offerors must acknowledge receipt of amendments 0001 and 0002 prior to the proposal deadline.
