About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Sam Houston is soliciting proposals for the manufacture and delivery of tri-corner hats for the 3rd U.S. Infantry Regiment "Old Guard" under solicitation W91QV126QA003. The hats must be constructed from Black 3XXX Beaver felt (30% fur, 70% felt minimum) with strict specifications including a 4.5-inch crown height, 5-inch brim width, 1-inch black grosgrain ribbon band at the crown base, white grosgrain trim on the brim, and a detachable black drawstring chin strap with white wooden cylinder draw. The hats must measure within 1/16-inch precision tolerances and pass AATCC TM20-2021 fiber analysis testing for stain resistance, water resistance, and colorfastness. Evaluation will be based primarily on technical capability, which is significantly more important than price, with technical evaluation assessing sample quality against the Statement of Work requirements and test results. The questions deadline is February 16, 2026, at 9:00 a.m. Eastern Time, and the final proposal submission deadline is March 10, 2026, at 3:00 p.m. Eastern Time, with physical samples required to be delivered to Fort Belvoir by the same deadline at no cost to the government.

This is a women-owned small business (WOSB) 100 percent set-aside contract awarded as an Indefinite Delivery, Indefinite Quantity (IDIQ) agreement. The previous contractor was G. Gedney Godwin with prior contract ceiling values of $240,000 and $172,000. The total estimated requirement is 1,100 tri-corner hats structured across five one-year ordering periods: 300 units in the first ordering period and 200 units each in the subsequent four periods, with individual delivery orders ranging from a minimum of 25 items to a maximum of 300 items. The contract minimum is 500 items and maximum is 1,250 items over the five-year term, with a firm delivery requirement of 120 days after each delivery order is issued. Inspection and acceptance will occur at IN GRP Headquarters, 106 Stewart Road, Building 313, 3rd Floor, Fort Myer, Virginia 22211, with deliveries to the Central Issuing Facility at Fort Myer, which cannot occur on weekends or federal holidays and require 24-hour advance notice to the designated point of contact, MSG Demario Ross.
