About this file

This is a Solicitation Questions and Answers document for a federal contract opportunity involving the manufacture of military hats (tri-corner hats). The contract is an IDIQ awarded by Mission and Installation Contracting Command at Fort Belvoir, Virginia, with anticipated ordering frequency of one to two delivery orders per year for quantities ranging from 25 to 300 items per order. The 120-day delivery timeline is firm for all order sizes and non-negotiable. Pricing may vary by ordering period, and an Economic Price Adjustment clause is not anticipated. Samples must be submitted by 10 March 2026 at 3:00 PM Eastern Time and shipped at no cost to the government to Fort Belvoir. There is no current incumbent; the previous contracts were awarded to G. Gedney Godwin with ceilings of $240,000 and $172,000.

Material specifications require Black 3XXX Beaver felt (30% fur, 70% felt) or equivalent high-quality felt that is stain resistant, water resistant, and color fast, with documentation of successful AATCC TM20-2021 testing required. Samples may be any of the 11 available sizes and must include a government-provided cockade attached with black flat cotton lacing measuring 3/16 inch through a punch hole (unfinished). Tolerances are strict, not exceeding 1/16 inch, and samples undergo only visual inspection with zero defect tolerance; rejected items are replaced. The contractor provides the cockade with instructions and pictures. Deliveries to Fort Myer cannot occur on weekends or Federal Holidays, and 24-hour advance notice to MSG Ross is required. Technical capability is significantly more important than price in evaluation, with no sub-factors, past performance considerations, site visits, or specific certifications required.
