About this file

This document is a Solicitation Questions and Answers (Q&A) dated 9 February addressing contractor inquiries regarding a federal contract opportunity for tricorn hats.

The requirement specifies Black 3XXX Beaver felt (30% fur, 70% felt) or equivalent high-quality felt material that must be stain resistant, water resistant, and colorfast, tested per AATCC TM20-2021 with certification documentation required. Material must contain at least 30% beaver fur and prohibits man-made synthetic fibers. Samples of any listed size are acceptable and will be visually inspected only, with strict dimensional precision not exceeding 1/16 inch per paragraphs 5 and 6 of the SOW. The contractor provides the cockade with instructions and pictures. The government supplies the attachment method: black flat cotton lacing measuring 3/16 inch attached through a punch hole (unfinished). The chin strap includes a white wooden cylinder draw with no specific wood type required, only white paint finish. Quality inspection occurs only at initial contract award with pre-production samples; first article testing is not required for subsequent delivery orders. Zero defects are acceptable, with rejected items handled by replacement.

Delivery orders are placed via email by a single Contracting Officer with anticipated frequency of one to two orders annually. The firm 120-day delivery timeline applies to all order sizes (25-300 items) and is non-negotiable. Orders will specify required sizes, with historical data indicating higher quantities for size 7 5/8 and larger. Unit pricing may differ across five ordering periods; Economic Price Adjustment clauses are not anticipated. No special packaging, labeling per MIL-STD-129, or specific carriers are required. Deliveries to Fort Myer cannot occur on weekends or Federal Holidays and require 24-hour notice coordination. Technical capability is significantly more important than price with no sub-factors; past performance and specific certifications are not evaluation factors. Reference images provided are the only available technical guidance.

SOLICITATION QUESTIONS AND ANSWERS

9 February

1. MATERIAL SPECIFICATIONS AND SOURCING

1.1. The SOW specifies "Black 3XXX Beaver felt or an equivalent high-quality felt material."

Can you please provide:

• The specific beaver felt grade or manufacturer currently used/preferred? Specifies Black 3XXX Beaver felt = 30% fur, 70% felt

• Performance standards or test methods to demonstrate equivalency for alternative materials? See below for test standards

• Any prohibited materials or manufacturing processes? Materials not containing 30% beaver fur or man-made synthetic fibers

1.2. For the requirement that materials be "stain resistant, water resistant, and color fast," are there specific:

• Test standards (e.g., AATCC, ASTM) that must be met? AATCC TM20-2021: Test Method of Fiber Analysis: Qualitative

• Certification or testing documentation required with the proposal? Yes. Solicitation has been amended to require documentation of successful test

2. SAMPLE REQUIREMENTS AND EVALUATION

2.1. For the required product sample:

• What size should be submitted? (The SOW lists 11 sizes) Any size listed is acceptable

• Should the sample include the government-provided cockade, or just the buttonhole placement? The solicitation has been amended that the contractor provides the cockade with instructions and pictures

• Will samples be physically tested (e.g., water resistance, shape retention) or only visually inspected? Visually inspected

2.2. The SOW states samples must meet "criteria specified in paragraphs 5 and 6." Can you clarify:

• Are there any specific tolerances for the measurements (e.g., ± 1/16 inch)? Strict precision not exceeding 1/16 inch

• Will minor deviations automatically disqualify a proposal, or will they be evaluated on a case-by-case basis? Samples must meet criteria specified in paragraphs 5 and 6

3. COCKADE AND HARDWARE SPECIFICATIONS

3.1. The amendment notes that "contractor is not providing cockades." Can you confirm:

• The exact buttonhole size and type (worked buttonhole vs. eyelet)? Neither buttonhole or eyelet, it is a punch hole (unfinished)

• The attachment method for the government-provided cockade (button, pin, other)? Black, flat cotton lacing measuring 3/16 inch

3.2. For the chin strap white wooden cylinder draw:

• Is there a specific wood type or finish required? No specific wood type, white paint

• Are there any safety or durability standards the wood must meet? No

4. QUALITY CONTROL AND INSPECTION

4.1. The SOW requires "samples for quality inspection before full order fulfillment." Does this mean:

• First article testing will be required for each delivery order? No

• Only the initial contract award requires pre-production samples? Yes

• If first article testing is required, what is the typical approval timeline? N/A

4.2. What are the acceptance criteria and rejection procedures?

• What percentage of defects is acceptable? 0%

• How are rejected items handled (replacement, credit)? Replacement

5. ORDERING AND DELIVERY PROCEDURES

5.1. For the IDIQ structure:

• How will delivery orders be placed (WAWF, email, other system)? Delivery Orders will be sent to the vendor via email

• Will there be a single ordering officer or multiple users authorized to place orders? The Contracting Officer will be the single ordering officer

• What is the anticipated ordering frequency (monthly, quarterly, as-needed)?

Anticipated ordering frequency is one or two delivery orders per year

5.2. The SOW specifies 120-day delivery after delivery order award. Is this timeline:

• Negotiable for larger quantity orders? No

• Firm for all order sizes (25-300 items)? Yes

5.3. For the size distribution:

• Is there historical data on the typical size distribution of orders? Typically, there are many more quantities of 7 5/8 and larger than 7 ½ and smaller

• Should contractors maintain inventory of all 11 sizes, or will orders specify required sizes with adequate lead time? Orders will specify which sizes are to be delivered

6. PRICING AND CONTRACT ADMINISTRATION

6.1. Should pricing be provided:

• As a single unit price for all five ordering periods? Unit prices may differ in different ordering periods

• With separate pricing for each ordering period? Each ordering period may have same or different pricing than the others

• With price adjustment mechanisms (e.g., economic price adjustment clause)? EPA clause is not anticipated

6.2. Are there any:

• Packaging and shipping requirements beyond standard commercial practices? No

• Special labeling or marking requirements per MIL-STD-129? No

• Specific carriers or shipping methods required? No

8. AMENDMENT AND HISTORICAL INFORMATION

8.1. Amendment 0001 updated the SOW from v20 Jan to v2 Feb. Can you confirm:

• Are there any other amendments expected before the submission deadline?

Amendments will be published on an as-needed basis. Additional amendments may result in an extension of the submission deadline.

• Are the images provided (TriCorner_Inside1.jpg, etc.) the only reference images, or are technical drawings available? The images are the only reference images

9. SECURITY AND ACCESS REQUIREMENTS

9.1. For delivery access to Fort Myer:

• What documentation is required for base access (driver's license, commercial delivery credentials, escort requirements)? Refer to https://home.army.mil/jbmhh/my-fort/all-services/access-gate-info

• Are there specific delivery windows or restrictions? Deliveries cannot occur on weekends or Federal Holidays
