About this opportunity
The Department of Agriculture Forest Service seeks hazard tree removal and disposal services across approximately 75 acres at Fullerton Lake Recreation Area in Louisiana, with proposals due September 11 and questions answered through August 28. The procurement is a total small business set-aside under NAICS 115310 (Support Activities for Forestry).
Place of performance is Pineville, Louisiana at the Fullerton Lake Recreation Area on the Calcasieu Ranger District of Kisatchie National Forest. Work encompasses removal of approximately 72 marked standing dead hazard trees (snags), an estimated 70 to 80 unmarked snags, 8 standing live hazard trees, 110 sweetgum trees, 167 stumps, and approximately 500 downed logs measuring 6 inches or larger in diameter. All woody material must be hauled approximately 10 miles to a Forest Service-owned disposal site with no tipping fees assessed. Stump grinding within the developed footprint must be flush with grade, not exceeding 2 inches above surface. Mastication is permitted only in designated areas where dense vegetation limits access. Work must comply with ANSI Z133 safety standards and OSHA regulations and be performed Monday through Friday between 0630 and 1730 hours.
A Louisiana Agriculture and Forestry licensed arborist is required on-site during all tree work operations; ISA certification is not required. One individual may serve as both project manager and licensed arborist. The contractor must supply all labor, equipment, supervision, transportation, potable water, toilet facilities, and electrical power. Period of performance runs September 28 through November 28, 2026, with completion required within 60 calendar days from Notice to Proceed. Award is a firm fixed price purchase order. Evaluation prioritizes technical approach, followed by fair and reasonable pricing, then acceptable or neutral past performance. Service Contract Labor Standards and prevailing wage requirements apply.
