About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks a complete, fully integrated trayline system for the Louis Stokes Cleveland Veterans Affairs Medical Center, with quotations due May 15, 2026 at 5 PM EST and questions due May 6, 2026 at 1 PM EST. The procurement is unrestricted with no set-aside.
Place of performance is Cleveland, Ohio (10701 East Boulevard, Cleveland, Ohio 44106). A mandatory site visit is scheduled for May 4, 2026 at 2 PM EST at the facility (1620 East 105th Street, Cleveland, Ohio 44106).
The system must be compatible with existing facility infrastructure and operate within current electrical, plumbing, and ventilation capacities without requiring construction or major utility modifications. The facility supports approximately 400 meal servings daily for an average census of 375 patients. The trayline must be delivered as a single, cohesive turnkey solution from a single original equipment manufacturer, authorized distributor, or reseller. All equipment must be new, NSF-certified or equivalent, and UL-listed. Required components include a hot food server (4–5 wells), gravity shelf system with bin storage, non-refrigerated and refrigerated tray tables, refrigerated storage unit (B-Cool type system), mobile tray dispensers (standard and heated plate versions), and related equipment constructed of stainless steel or corrosion-resistant materials. The contractor must provide all labor, materials, transportation, equipment removal, installation, configuration, testing, utility modifications where minor, and staff training. Delivery and full implementation must be completed within 90 calendar days of award, with 20 business days advance notice required prior to delivery. F.O.B. destination applies. Award will be made on an all-or-none basis using Best Value Tradeoff methodology, with technical acceptability and comparative technical assessment more important than past performance, which is more important than price. Contractor must be registered with SAM prior to award and provide an authorized distribution letter from the original equipment manufacturer. NAICS code is 333310; PSC is 7310. Trade Agreements Certificate compliance required. Questions contact Rachelle Hamer, Contract Specialist, at Rachelle.Hamer@va.gov.
