About this opportunity

The Department of the Air Force Air Mobility Command, specifically the 60th Civil Engineer Squadron at Travis Air Force Base, is seeking contractor services for the replacement of a HVAC air handler unit in Building 650. The project requires the complete removal of an existing Carrier air handler unit and installation of a new unit with an estimated 3,500 CFM capacity to meet the facility's heating and cooling load requirements. Contractors must provide all labor, equipment, tools, materials, supervision, and project management necessary to complete the work in compliance with Federal, State, and Local Codes, as well as standards established by NFPA, ASHRAE, OSHA, NEC, and UFC. The Government will evaluate quotations based on past performance and price, awarding a firm-fixed-price purchase order to the selected contractor. The pre-solicitation notice was posted on April 16, 2026, with a question deadline of April 28, 2026, and anticipated award targeted for May 2, 2026.

This opportunity is designated as a Total Small Business set-aside, making it available exclusively to qualified small business concerns. No incumbent contractor or current contract holder is identified in the pre-solicitation materials. The specific award value or budget range is not disclosed in the pre-solicitation notice, though the scope suggests a moderate-scale mechanical systems replacement project. Key project requirements include demolition and removal of the obsolete equipment, installation of new ductwork and hydronic piping, electrical integration, EMCS system testing with Johnson Controls BACnet or Modbus protocols, and airflow balancing throughout the system. The contractor must coordinate a 14-day advance shutdown notice, obtain necessary DAF Forms 592 and 103 for work approvals, maintain site cleanliness, and provide a one-year warranty from system acceptance. Work may be scheduled during after-hours periods between 1800-0600 hours to minimize disruption to the facility's operations.
