About this opportunity

Air Mobility Command at Travis Air Force Base seeks sheep grazing services for vegetation management, wildfire hazard fuel reduction, and invasive species suppression across the installation, with quotation responses due September 19, 2026 (extended from September 15). This is a total small business set-aside, Firm Fixed Price award issued as a Request for Quotation (RFQ FA442726Q1121).

Place of performance is Travis Air Force Base, California (690 Airmen Dr, Travis AFB, CA 94535). The contractor must provide targeted sheep grazing across approximately 540 acres in eleven designated pastures over a performance window of approximately 120 calendar days; the base year covers September through December (fall/winter grazing), with option years transitioning to February through May (spring grazing). Sheep serve as the primary grazing method, though cattle or goats may be integrated only with prior written approval from the TAFB Natural Resource Manager and Contracting Officer's Representative. The contractor is restricted from using ewes within 30 days of lambing, nursing lambs, or intact breeding rams.

The contractor must maintain Residual Dry Matter between 500–2,000 lbs./acre per pasture per the 2024 TAFB Grazing Management Plan, provide an on-site shepherd working 24/7, furnish complete mobilization and demobilization of all animals, staff, equipment, and RV/trailers, acquire all required California livestock transportation and veterinary documentation, and maintain all licenses and certifications. Shepherd accommodations via RV/trailer must be placed in government-approved locations; the contractor is completely self-sufficient for utilities and all livestock resources. The government provides emergency medical treatment at contractor cost, fire prevention services, and access to existing water troughs.

Three Contract Line Items are specified: Mobilization, Demobilization, Access (1 Unit); Sheep Grazing Services (200 Acres); and Project Management (1 Unit). The non-mandatory site visit is September 1, 2026 at 09:00 AM PDT (350 Hangar Avenue, Building 549). Questions must be submitted by September 4, 2026 at 10:00 AM PDT. NAICS code is 112410 (Sheep Farming); PSC code is F018 (Natural Resources/Conservation—Other Forest/Range Improvements).

Evaluation is based on price, technical capability (pass/fail), and past performance using a five-point scale (Substantial, Satisfactory, Neutral, Limited, No Confidence). The government awards to the lowest-priced offeror receiving a Substantial Performance Confidence Rating; if none achieves this, an integrated best-value evaluation determines the awardee. Quotation prices must remain firm for 60 calendar days. RFI responses, a revised PWS, and an updated Sheep Grazing Map have been posted. All applicable FAR and DFARS clauses apply, including Service Contract Labor Standards under Wage Determination 2015-5655 (Solano County, CA). Contractors must complete base security vetting, including NCIC and CLETS checks, and submit an Entry Authority List no later than 45 days before contract start; contractors with current favorable government security clearances are exempt. Contact: A1C Trong Hoang (Contract Specialist) and Ms. Christina A Johnson (Contracting Officer), 60th Contracting Squadron.
