| Document | Page | Section | Paragraph | Questions | Responses |
| General / Site Conditions | Fencing Requirements & Cost | Does the Government intend for the contractor to provide additional and/or supplemental fencing at some, all, or none of the pastures? If required, who bears financial responsibility for materials and installation? Additionally, is electric/temporary fencing allowable? | The currently installed pasture fencing is designed to contain cattle but not smaller livestock like sheep or goats. The contractor should provide electrical/ temporary fencing in all pastures to contain and rotate smaller livestock within each pasture. Contractors will bear any financial responsibility for any temporary fencing installed. Yes electrical/ temporary fencing is allowed. | ||
| Attachments / Maps | Water Infrastructure Operability | Can the Government confirm the exact physical locations, functional operability, and water supply status of all existing on-site watering troughs across designated grazing pastures? | Government will provide supplemental figure displaying physical locations of water infrastructure. It is presumed all water infrastructure is in good working order and can be utilized by contractor. If unanticipated issues arise with existing water infrastructure, the contractor is authorized to bring commercial water trucks on site or utilize water from existing hydrants in close coordination with COR/ 60th CES Water personnel. The contractor will not utilize hydrant water without proper coordination with GOV personnel. | ||
| Attachments / Grazing Map | Map Detail & Pasture Access | Can the Government provide an updated "Grazing Pastures Map" explicitly marking the locations of all authorized pasture entry points/gates and active watering troughs? | The government will supply a supplemental figure displaying precise locations of all authorized pasture entry points/gates and active watering troughs. | ||
| PWS / Operational Support | Water Truck Operations | In the event on-site water infrastructure is insufficient or inoperable, is the contractor authorized to bring commercial water trucks onto the installation to provide supplemental water for livestock? | In the event on-site water infrastructure is insufficient or inoperable, the contractor is authorized to bring commercial water trucks onto the installation to provide supplemental water for livestock. Additionally, the contractor may be able to draw water from nearby hydrants, if approved by appropriate GOV personnel. | ||
| Performance Standards / Metrics | Success Criteria (RDM) | Please confirm that Residual Dry Matter (RDM) is the sole metric used to evaluate successful contract performance, and that post-grazing grass regrowth between growing seasons will not be measured against the contractor. | The contractor’s performance will be evaluated based on the requirements set forth in the Performance Work Statement (PWS). RDM will be the primary metric used to assess grazing outcomes within the pastures. Contractor performance will also be evaluated for compliance with other applicable requirements identified in the Travis AFB Grazing Management Plan (GMP), including grazing timing and rotation, coordination with the Contracting Officer’s Representative (COR), and mobilization and demobilization. See Table 1 in PWS for evaluation criteria. | ||
| PWS Para 7.3 & Para 8.1 | PWS Cross-Reference Error | Paragraph 7.3 instructs the contractor to coordinate service calls in accordance with PWS Paragraph 8.1; however, there is no Paragraph 8.1 or "Service Calls" section in the solicitation. Please clarify or provide the missing language. | Service call language has been removed from Paragraph 7.3 as it does not apply to this requirement. | ||
| PWS Para 7.2 & Para 10.2.1 | Operating Hours vs. Federal Holidays | Paragraph 7.2 states the installation operates 24/7/365, while Paragraph 10.2.1 lists recognized Federal Holidays. Please clarify Government expectations regarding grazing operations, monitoring, and site access on recognized holidays. |
Scheduled grazing is still expected to occur over weekends and federal holidays. Site access will be available as Travis AFB gates are open on a 24/7-hour 365-day basis.
| PWS Para 7.3 | Work Notification Timelines | Paragraph 7.3 mandates coordinating work with the CO/COR at least 5 days in advance. Please clarify whether this 5-day notification is required once prior to the entire grazing season/period or prior to each individual pasture movement/grazing session. | It is expected the contractor will be in close coordination with the Government for grazing intensity and rotations. This is the expectation for each individual pasture. |
| For purposes of developing a competitive and appropriately supported price proposal, could the Government provide the name of the contractor who most recently performed the sheep grazing services at Travis AFB and, if releasable, the prior contract award amount or historical price paid? If available, information regarding the acreage and period of performance associated with the prior contract would also be helpful in establishing a comparable basis for pricing the current requirement. | Historical contract pricing is not applicable to this requirement. The predecessor effort was executed under a Cooperative Agreement with a substantially broader scope of work, making past funding levels non-comparable to the current requirement. Offerors are instructed to formulate their pricing independently based solely on the requirements outlined in the current solicitation. | ||
| During the site walk it appeared that several existing troughs which had possibly been added in recent years, did not appear to be indicated on the map provided with the solicitation. Can a map be provided identifying the exact locations and flow rates of all existing water troughs within the grazing areas? | Supplemental map will be provided with updated water infrastructure and gate information. The flow rate is estimated to be at a minimum of 245 gph | ||
| Perennial ponds were also identified during the site walk within Pasture 19. Could the Government clarify whether drafting water from approved ponds is permitted, or if these water sources are restricted solely to direct consumption by livestock? | Drafting water from ponded features will not be permitted. Direct consumption is permitted | ||
| To effectively section livestock within larger pastures and implement more intensive grazing management where appropriate, would the Government permit drafting from existing troughs or the installation of temporary couplers or similar connections to utilize existing water lines for portable livestock troughs? Such connections could be installed and removed as needed for grazing operations and may provide a beneficial improvement to the existing infrastructure. | Drafting water from existing water troughs is acceptable. Additionally, drafting water from hydrants may be approved with proper coordination with COR/ 60th CES water personnel. | ||
| Based on the PWS, any needed livestock water which is unable to be provided through existing pasture water troughs is the full responsibility of the contractor. Please confirm that contractors will not be permitted to fill water trailers at any other approved “on base” site, ie an approved hydrant. | Nearby hydrants may be used as appropriate with approval from COR/60th CES water personnel. Contractor shall not utilize hydrants or other non-trough water infrastructure without approval from the Government. | ||
| Will water trailers be allowed within the pastures? | Water trailers will be allowed within all pastures with precise locations negotiated and coordinated with COR. | ||
| With regard to the estimated fall/winter grazing acreage, is it anticipated that priority will be given to the conservation sites at Castle Terrace (Pastures 19/20) and Aero Club (Pastures 14/15/16/1)? |
Yes, for the fall/winter graze it is anticipated priority will be given to the conservation sites at Castle Terrace (Pastures 19/20) and Aero Club (Pastures 14/15/16/1). Grazing acreage will be determined based on cost/acre and contract funding.
| Could the Government clarify what specific conditions or criteria would constitute “poor performance” or trigger a performance complaint, corrective action, or reperformance under the PWS? Additionally, the PWS requires a corrective action plan within five (5) business days, while reperformance must be completed within three (3) days. Does the three-day reperformance requirement apply independently of the corrective action plan deadline? | For purposes of this requirement, poor performance means failure to meet the performance requirements, standards, or deliverable criteria established in the PWS and associated contract documents. Upon Government notification of a deficiency requiring reperformance, the contractor shall complete reperformance within (3) days. Separately, the contractor shall submit a corrective action plan within five (5) business days after notice of the deficiency. These are separate requirements unless otherwise stated by amendment. |
| As sheep and cattle are the only livestock referenced in the PWS, would the Government consider the use of goats for co-grazing in pastures where appropriate? Goats may provide more effective control of certain invasive plant species and, when appropriately incorporated into the grazing strategy, could support specific vegetation-management objectives. | The government is open to the use of goats in pastures, where applicable. However sheep shall serve as the primary grazing method. |
| Have any herbicide treatments been conducted recently within the designated grazing areas? If so, could the Government provide information regarding the areas treated, treatment dates, and herbicides used? | The grazing pastures have not been treated with herbacide for at least the past 2 years. |
| Are there any restrictions on the age or class of livestock? | No ewes within 30 days of lambing, no nursing lambs, an no intact breeding rams permitted. All livestock must have medical records as stated in the PWS |
During the site walk, it was advised that large stands of toxic plant species, such as milkweed may be fenced out of grazing areas and that isolated occurrences of toxic plants within otherwise desirable grazing areas may be considered for removal on a case-by-case basis. Could the Government confirm this approach? Yes, Toxic plants may be excluded from grazing pastures as they are identified. Isolated occurrences may be removed with approval from COR.
