About this opportunity
The Congressionally Directed Medical Research Programs (CDMRP) is issuing a Request for Information, not a solicitation, to gather feedback for fiscal year 2027 Traumatic Brain Injury and Psychological Health Research Program (TBIPHRP) research focus areas and funding opportunities, with responses due December 11, 2026, at 4:00 PM EST. No contracts will be awarded from responses, responses are not offers, and the program does not commit to incorporating feedback into FY27 or later funding opportunities. The notice uses No Set-Aside and is coded NAICS 541714, Research and Development in Biotechnology (except Nanobiotechnology). FY27 funds have not been appropriated as of October 2026. Prior appropriations for FY21-24 and FY26 totaled $740.5 million.
Responses are submitted through SurveyMonkey via a link in the notice. The government states it cannot protect proprietary or sensitive information submitted through that platform, so such material should not be included. The survey collects respondent demographics and rates research gaps on a four-point scale from "Fully Addressed Gap" to "Critical Gap" across 21 topic areas, including biomarker development, psychological resilience interventions, comorbid TBI and psychological health treatment, implementation science, and health services research. Topic areas align to the Understand, Prevent and Assess, and Treat goals, and respondents also identify overlooked research topics. Open-ended questions ask which research pipeline stage needs the most urgent funding and which emerging capabilities are underfunded. Questions go to Patrick M. Younkins at patrick.m.younkins.civ@health.mil.
