About this file

This file is a Request for Information (RFI) survey questionnaire issued by the Congressionally Directed Medical Research Programs (CDMRP) to inform fiscal year 2027 (FY27) strategic planning for the Traumatic Brain Injury and Psychological Health Research Program (TBIPHRP). The RFI is issued solely for information and planning purposes and does not constitute a solicitation or commitment to incorporate feedback into future funding opportunities. Responses must be submitted through Survey Monkey by 4:00 PM EST on December 11, 2026, to patrick.m.younkins.civ@health.mil. The government explicitly disclaims the ability to protect proprietary or sensitive information submitted through Survey Monkey and will not return responses. Although FY27 federal funds have not yet been appropriated, the TBIPHRP has allocated $740.5 million across FY21-24 and FY26 appropriations and seeks stakeholder input from academia, industry, non-profits, scientific organizations, federal agencies, and the public.

The survey collects demographic information and structured feedback on research gaps across four strategic goals: Understand (epidemiology and etiology), Prevent and Assess (prevention, screening, diagnosis, and prognosis), Treat (novel interventions), and identifies critical research topics currently overlooked by federal funders. Respondents rate research gaps on a four-point scale ranging from "Fully Addressed Gap" to "Critical Gap" across 21 specific research topic areas, including biomarker development, psychological resilience interventions, comorbid TBI and psychological health treatment, implementation science, and health services research. The survey also solicits open-ended responses identifying which research pipeline stage requires most urgent funding and what emerging capabilities in TBI and psychological health are currently underfunded. The RFI emphasizes that responses are not offers and will not be accepted to form binding contracts, with responders bearing all associated costs.
