About this opportunity
The National Institutes of Health Clinical Center (NIH-CC) intends to sole source a preventative maintenance and operational qualification contract for six TRASIS Radiosynthesis Modules used in their PET Department. The contract will be awarded to iPharmaSupports LLC, the sole vendor authorized by TRASIS to provide equipment maintenance services in the United States. The procurement is based on the statutory authority under 41 U.S.C. 1901(a)(1), which allows for a single responsible source when no other supplier can meet agency requirements. Potential alternative vendors are invited to submit capability statements by 10:00 AM EST on December 12, 2024, via email to lu-chang.lu@nih.gov, with the understanding that the government retains sole discretion in determining whether to compete the requirement. The notice emphasizes that this is not a formal request for proposal, but rather a notice of intent to sole source the maintenance contract.
The contract has no specific set-aside designation and will cover maintenance for four TRASIS AllinOne + HPLC modules and two TRASIS Mini AllinOne modules, with specific serial numbers identified in the solicitation. The period of performance spans a base year from January 1, 2025 to December 31, 2025, with an option for an additional year from January 1, 2026 to December 31, 2026. The maintenance will be performed at the NIH Clinical Center in Bethesda, Maryland, with the primary objective of keeping the medical/hospital equipment in optimal working condition. iPharmaSupports LLC will provide original equipment manufacturer (OEM) standard services, parts, and necessary updates for the modules. While no specific award value is mentioned, the contract will encompass comprehensive preventative maintenance, support, and service for the specified laboratory equipment.

Acquisition Description:
This is a Notice of Intent, not a request for proposal. The National Institute of Health, Clinical Center (NIH-CC) intends to negotiate on an other than full and open competition basis with iPharmaSupports LLC.
The National Institute of Health (NIH) currently uses medical/hospital equipment that needs to be maintained in good working order. Thus, the NIH requires preventative maintenance and Operational Qualification Services for the existing PET Department TRASIS Radiosynthesis Modules. Preventive maintenance (PM) of each instrument is necessary to maintain it in proper operating condition and to install updates and improvements.
iPharmaSupports LLC is the sole vendor authorized by the manufacturer TRASIS to provide these services in the USA and is the sole vendor capable of providing these services for these modules. Thus, only they can provide the necessary Original Equipment Manufacturer (OEM) standard services and parts to maintain the equipment in optimal working order. Since updates are needed, they should also be the only vendor authorized to provide OEM updates. Thus, iPharmaSupports is the proposed sole source vendor because the manufacturer TRASIS of the existing TRASIS Radiopharmaceutical equipment has given iPharmaSupports sole authorization and factory training to perform these services.
Requirement:
Preventative maintenance/maintenance/support SMA for six modules (Four (4) TRASIS AllinOne + HPLC and two (2) TRASIS Mini AllinOne).
Item Module Serial Number
1 TRASIS Mini-AllinOne 5084
2 TRASIS AllinOne (30) + HPLC 4057
3 TRASIS AllinOne (30) + HPLC 4229
4 TRASIS AllinOne (24) + HPLC 4255
5 Trasis Mini-AllinOne 5375
6 Trasis AllinOne (30) + HPLC 4600
Place of Performance or Delivery:
The Period of Performance is:
Base Year: 01/01/2025 – 12/31/2025
Option Year 1: 01/01/2026 – 12/31/2026
Place of Performance: NIH Clinical Center in Bethesda, MD
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide the required may submit a capability statement that will be considered by email (subject line to reference NOI-CC-25-000171) by 11:00 AM eastern standard time on 12/12/2024 to: lu-chang.lu@nih.gov
All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
