About this opportunity
The National Institutes of Health, Office of Logistics and Acquisition Operations, seeks a Transscleral Flood Illumination (TFI) add-on module for the rtx1 Adaptive Optics Retinal Camera, with responses due September 18, 2026, at 9:00 AM EST. This is a streamlined commercial item acquisition under FAR 12.603 with full and open competition; no set-aside applies.
Place of performance is Bethesda, Maryland. The TFI module extends imaging capability of the rtx1 camera to visualize small retinal structures at the microscopic scale beyond photoreceptors, supporting investigation of retinal anatomy, pathology, and therapy for clinical trials and cellular-level monitoring of ocular disease progression.
The estimated value does not exceed $350,000. Award will be made on a Firm-Fixed-Price basis. NAICS code 423490 (Other Professional Equipment and Supplies Merchant Wholesalers) applies, with a small business size standard of 1,000 employees. PSC code is 6640, Laboratory Equipment and Supplies.
Offerors must submit quotes including unit and total price, shipping and handling costs, delivery timeframe, delivery terms, F.O.B. point, product/catalog numbers, and product/service description. Responses must include the Unique Entity Identifier, Taxpayer Identification Number, and business size certification; all offerors must be actively registered in SAM. Evaluation considers technical factors as outweighing cost, with additional consideration of past performance, warranty, lifecycle cost, maintenance availability, and environmental or energy efficiency. A written notice of award issued within the timeframe specified in the offer creates a binding contract. Responses should be submitted electronically to VISHNUH@MAIL.NIH.GOV.

2: The Transscleral flood illumination module for the rtx1 extends the imaging capability of the
rtx1 Adaptive Optics camera. It provides a tool for investigating retinal anatomy, pathology and
therapy at the microscopic scale beyond photoreceptors. This technology enables visualization of
small retinal structures that are usually invisible in adaptive optics images. This technology
could prove helpful in clinical trials and demonstrate capability in monitoring the progression of
various ocular diseases at a cellular level before significant damage sets in
