About this opportunity

The Transportation Security Administration (TSA), a component of the Department of Homeland Security, has issued a Special Notice announcing an in-person Industry Day for the Electronic Baggage Screening Program (EBSP) on March 4, 2025. This event will focus on the next Explosive Detection Systems (EDS) qualification opportunity and provide a platform for potential vendors to learn about proposed innovations and changes to existing capabilities. The Industry Day is specifically targeted at screening technology manufacturers, EDS manufacturers, and explosives detection algorithm developers. The event will be held at TSA headquarters and has limited attendance, with a maximum of 40 total participants and no more than 3 representatives per organization. The notice was posted on December 13, 2024, with a registration deadline of January 17, 2025.

The primary objective of this Industry Day is to inform and engage potential vendors in the TSA's ongoing efforts to improve baggage screening capabilities across approximately 430 U.S. federalized commercial service airports. Interested participants must register by emailing EBSPIndustryDay@tsa.dhs.gov and submit comprehensive company background information, complete vetting requirements for Sensitive Security Information (SSI) access, and execute Non-Disclosure Agreements. Eligible contractors must be current or potential TSA Checked Baggage EDS manufacturers, third-party screening technology manufacturers, or explosives detection algorithm developers. The event will cover critical focus areas including detection improvements, cybersecurity enhancements, and development of open architecture systems. Participants will have the opportunity to provide feedback on proposed innovations, with a post-event feedback submission window extending until April 1, 2025. Strict security protocols will be in place, including thorough vetting of all attendees and mandated confidentiality measures to protect sensitive government information.
