About this opportunity
The Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC) is conducting market research to identify small business sources for bio-medical waste transport and disposal services across three facilities located in Glynco, GA, Artesia, NM, and Charleston, SC. The pre-solicitation notice seeks vendors capable of providing comprehensive waste management services, including pickup, manifesting, labeling, transport, and disposal of medical waste in full compliance with federal, state, and local regulations. Interested small businesses must submit detailed information including company details, business size, current government contract status, a 5-page capability statement, and evidence of comparable work experience. The evaluation will focus on vendors' ability to meet specific waste handling requirements, such as providing locked containers, using compliant shipping packages, and returning completed manifests within 30 calendar days. All questions and submissions must be sent via email to Jeffrey.e.redecker@fletc.dhs.gov by May 23, 2025, at 3:00 PM EDT.
The opportunity is specifically set aside for small businesses within the Hazardous Waste Treatment and Disposal NAICS category (562211). While no incumbent contractor is mentioned, the solicitation covers waste management services for a potential five-year period from FY2025 to FY2030. Waste pickup frequencies will vary by location, with potential requirements ranging from monthly to bi-weekly pickups, and the possibility of additional pickups up to twice weekly. The contract will involve managing multiple classes of medical waste, including infectious agents, pathological waste, blood products, and sharps, with strict requirements for container specifications and handling protocols. This pre-solicitation notice is purely for market research purposes and does not constitute a formal solicitation, with the government explicitly stating that no reimbursement will be provided for submission costs and no contractual obligation is implied by the request for information.
