About this opportunity

The Department of Energy's Princeton Plasma Physics Laboratory is seeking a qualified contractor to provide transformer oil testing services, including personnel to inspect transformers, collect oil samples, and perform comprehensive laboratory analyses using ASTM standard methods. The contractor must possess ISO certification and demonstrate experience in conducting oil screen analyses, moisture testing, dissolved gas analysis, and discretionary analyses such as oxidation inhibitor testing, liquid power factor assessment, furan content evaluation, and metals-in-oil analysis. Key requirements include providing all sampling containers and transportation to the contractor's laboratory facilities, submitting detailed electronic or paper reports within four weeks of sampling, and full compliance with PPPL's environmental, safety, and health protocols, including pre-job briefings and potential site-specific training. The evaluation criteria will assess the contractor's technical qualifications, laboratory certifications, experience with transformer oil analysis, safety compliance record, and pricing competitiveness. The pre-solicitation notice was posted on October 29, 2025, with a due date for responses set for November 10, 2025.

This procurement is designated as a Local Area Set-Aside, restricting competition to businesses meeting local preference criteria. The Statement of Work does not specify an estimated contract value or award range, nor does it identify any incumbent contractors. Service timelines include standard reporting within four weeks of inspection for routine samples and expedited reporting within 48 hours for priority analyses, with online test reports available within three weeks. The contractor must also properly dispose of sample remains six months after analysis completion and may offer discretionary analytical services on a sample-by-sample basis to support PPPL's ongoing transformer maintenance and diagnostics program.
