About this file
This Statement of Work (SOW) details requirements for transformer oil sampling and analysis services for Princeton Plasma Physics Laboratory (PPPL). The subcontractor must provide qualified personnel to inspect transformers, collect oil samples, and perform comprehensive laboratory analyses using ASTM standard testing methods, including oil screen analyses, moisture testing, dissolved gas analysis, and discretionary analyses. Key requirements include ISO certification, submission of electronic or paper reports within 4 weeks of inspection/sampling, and adherence to PPPL's environment, safety, and health protocols.
The SOW specifies analyses for multiple oil types (mineral, silicon, and bio-based oils), with standard tests covering neutralization number, interfacial tension, relative density, color, visual examination, dielectric breakdown voltage, moisture content, and dissolved gas analysis. The subcontractor must provide an executive summary assessing each analysis as acceptable or unacceptable, with on-line test reports available within 3 weeks for routine samples and 48 hours for expedited analyses. All work must comply with PPPL safety requirements, including pre-job briefings, potential site-specific training, and strict incident reporting procedures.

Notification
Requirements of Off-
Normal Events and
Issues
NOTE: Contacting the PPPL Emergency Services Unit at X3333 to obtain emergency assistance and taking immediate actions to protect workers, guests and visitors shall take precedence over the notification requirements described herein.
The ETS shall notify PPPL within 15 minutes of becoming aware of off-normal events and incidents; examples of off-normal events and incidents include, but are not limited to:
• Personnel injuries of any kind
• Near misses that could have resulted in significant (recordable injury or worse) worker injuries
• Uncontrolled or unforeseen personnel exposure to chemical, biological or physical hazards (e.g., noise, laser, ultraviolet light, heat, etc.)
• Fire emergency of any kind
• Any unexpected discovery of an uncontrolled hazardous energy source (e.g., live electrical power circuit, etc.) not including discoveries made by zero-energy checks and other precautionary investigations made before work is authorized to begin
• Any failure to follow a prescribed hazardous energy control process (e.g., lockout/tag-out)
• Damage of any kind to Laboratory property
• Damage of any kind to personal property owned by PPPL employees, guests and visitors
• Any spills of chemicals, fuels, lubricants, etc.
• Other off-normal events and issues deemed by the ETS to require notification
In the event of an off-normal incident, the ETS and its lower-tier subcontractors SHALL:
• Immediately cease all related work or work in affected area.
• Evaluate the off-normal incident and, if required, notify PPPL Emergency Services Unit (ESU) by radio or at X3333 for emergency response.
• Take immediate actions to evacuate all personnel and provide a safety watch until ESU and/or the PTR arrive at the incident site.
• If necessary, de-energize equipment to make the area safe for first responders and barricade affected areas where hazards may be still be present.
• Within 15 minutes: Notify Subcontractor Site Supervisor, PTR, ESH Construction Safety Engineer and
ES&H Head
NOTE: For ALL off-normal events or incidents, all work must IMMEDIATELY STOP and NO recovery actions or repairs shall be taken by the ETS shall unless such actions are required to preserve life and property. Resumption of work due to off-normal events and incidents must follow the provisions of PPPL Policy P-012. Depending upon the severity of the off-normal incident, resumption of work cannot take place until they are reviewed by the ETS and PPPL, and then specifically authorized by the PPPL PTR or ESH Department Head.
