About this opportunity
The Administrative Office of the U.S. Courts is issuing a Request for Information on May 4, 2026 to conduct market research on the availability of qualified contractors for legal transcription services, with responses due by 2:00 PM Eastern on May 18, 2026. This is planning activity only; the agency is not committing to issue a solicitation or make an award based on RFI responses.
The requirement is for conversion of audio recordings into encrypted documents for official court records. Transcription must achieve 99 percent-plus accuracy through human review, even when initial drafts are AI-generated. Contractors must utilize an internal Large Language Model to prevent data from reaching the public domain and must delete audio recordings from their storage once the Judiciary verifies the transcripts.
The AO proposes NAICS 561410 (Document Preparation Services) and PSC R603 (Support – Administrative: Transcription). Responses should address the appropriateness of these classifications and suggest alternative labor categories and qualifications if needed.
Respondents must provide company details including DUNS number and SAM registration; feedback on the proposed NAICS and PSC codes; suggested labor categories and qualifications; pricing methodology per page or audio minute with unit pricing; information necessary to prepare a proposal; and identification of existing contracting vehicles such as GSA Federal Supply Schedules or Government-Wide Agency Contracts under which this requirement could be solicited. Proprietary or competition-sensitive information must be clearly marked. Responses should be submitted via email to David_Kelley@ao.uscourts.gov. Respondents bear all response expenses; responses will not be returned and the Judiciary will not compensate respondents for information provided.
