About this opportunity

The United States Transportation Command seeks an innovative commercial solution for Commercial Partner Analysis and Stability Snapshots (COMPASS), a comprehensive financial reporting capability for assessing commercial transportation partners, with Phase 1 proposals due July 7, 2026 via the Vulcan platform.

Place of performance is Scott Air Force Base, Illinois. The COMPASS solution must deliver automated data ingestion from diverse financial and operational sources, including Commercial-Off-the-Shelf systems, and conduct deep-dive assessments across air and sea domains with scalability to surface and rail. Required analytical capabilities include deep financial health metrics (liquidity ratios, debt-to-equity, quarterly profitability), operational capacity analysis (fleet size, driver availability, equipment readiness, surge capacity), fuel market exposure and hedging strategy assessment, and evaluation of cybersecurity posture, labor union contracts, geopolitical exposures, and regulatory compliance. The solution must generate executive-level risk summaries and incorporate strategic intelligence and defense budget reports. Offerors must describe methodology for gathering and verifying financial data from both publicly traded and privately held companies.

The NAICS code is 48899, Other Support Activities for Transportation; PSC is R612, Support—Administrative: Information Retrieval. This is a three-phase Commercial Solutions Opening (HTC71126SCSO1) proceeding under the phased evaluation framework. Phase 1 requires submission of a Scout Card with detailed cost breakdown by report type, frequency (quarterly, yearly), and subscription model, plus a white paper addressing all objective elements. Phase 2 involves sample commercial partner snapshots and a 60-minute virtual solution demonstration. Phase 3 will proceed as a Request for Proposal contingent on Phase 2 results. Evaluation assesses technical merit with mission relevance as a subfactor. The Government reserves the right to set aside this requirement for small businesses or other categories, or to cancel at any time. Potential awards may be structured as Firm-Fixed Price contracts under FAR Part 12 or Other Transaction Agreements under 10 U.S.C. 4022.
