About this file
This is a Statement of Objectives (SOO) for a Commercial Solutions Opening (CSO) solicitation issued by U.S. Transportation Command (USTRANSCOM) seeking an innovative commercial solution for Commercial Partner Analysis and Stability Snapshots (COMPASS). The solicitation is identified as HTC71126SCSO1, Specific Area of Interest (AoI) 002, with a Phase 1 submission deadline of 30 June 2026 at 12:00 PM Central Time.
USTRANSCOM requires a comprehensive financial reporting capability that conducts deep-dive assessments of commercial transportation partners to support Department of War procurement and logistics decisions. The solution must deliver automated data ingestion from diverse financial and operational sources, including Commercial-Off-the-Shelf (COTS) systems, with initial coverage of air and sea domains and scalability to surface and rail. Key analytical capabilities include deep financial health metrics (liquidity ratios, debt-to-equity, quarterly profitability), operational capacity analysis (fleet size, driver availability, equipment readiness, surge capacity), fuel market exposure and hedging strategy assessment, and evaluation of cybersecurity posture, labor union contracts, geopolitical exposures, and regulatory compliance. The solution must generate executive-level risk summaries and incorporate strategic intelligence and defense budget reports. Offerors must provide methodology for gathering and verifying financial data from both publicly traded and privately held companies.
The submission process follows a three-phase approach. Phase 1 requires submission of a Scout Card addressing technical prompts with a detailed cost breakdown by report type, frequency (quarterly, yearly), and subscription model, plus a white paper addressing all objective elements per CSO Section 3.1. Phase 2 advancement involves providing sample commercial partner snapshots covering financial stability, quarterly financial/operational data, capacity constraints, fuel hedging strategies, and risk profiles, followed by a 60-minute virtual solution demonstration. Phase 3 will be conducted as a Request for Proposal contingent on Phase 2 results, following procedures outlined in the CSO framework posted to SAM.gov. Evaluation follows the CSO framework with mission relevance assessed as a subfactor within technical merit. The Government reserves the right to set aside this requirement for small businesses or other categories, or to cancel at any time.
