About this file
This is a Statement of Objectives (SOO) for a Commercial Solutions Opening (CSO) specific area of interest issued by U.S. Transportation Command (USTRANSCOM).
USTRANSCOM seeks an innovative commercial solution called Commercial Partner Analysis and Stability Snapshots (COMPASS) to conduct comprehensive financial assessments of commercial transportation partners in the air and sea domains, with scalability to surface and rail operations. The solution must deliver automated data ingestion from diverse financial and operational sources, including COTS systems, and provide continuous reporting and intelligence capabilities. Required capabilities include deep financial health analytics (liquidity ratios, debt-to-equity metrics, profitability analysis), real-time and forecasted operational capacity assessments (fleet size, driver availability, equipment readiness, surge capacity), fuel market exposure analysis with hedging strategy evaluation, cybersecurity posture reviews, labor union contract status monitoring, geopolitical and regulatory compliance assessments, and executive-level risk summaries. Offerors must describe their methodology for gathering and verifying financial health data from both publicly traded and privately held carriers.
The acquisition follows a three-phase CSO process. Phase 1 closes on 26 June 2026 at 12:00 PM Central Time (extended to 07 July 2026) and requires submission via the Vulcan platform of a Scout Card addressing technical prompts with detailed cost breakdowns by report, quarterly, yearly, and subscription, plus a white paper addressing all objective elements per CSO Section 3.1 guidelines. Phase 2 requires selected offerors to provide sample snapshots of government-specified commercial partners and conduct a 60-minute virtual solution demonstration. Phase 3 will proceed as a full Request for Proposal contingent on Phase 2 performance, following procedures outlined in the USTRANSCOM CSO (HTC71126SCSO1) framework posted on SAM.gov. Evaluation will assess technical merit with mission relevance as a subfactor. The Government reserves the right to set aside this requirement for small businesses or other categories, or to cancel it at any time.
