About this opportunity

The United States Transportation Command seeks innovative commercial solutions to modernize In-Transit Visibility for global defense logistics under its Commercial Solutions Opening HTC71126SCSO1, Specific Area of Interest 001, with Phase 1 Solution Briefs due June 3, 2026 at 11:59 PM Central Time via the Vulcan platform.

The procurement is full and open competitive with no set-aside. USTRANSCOM is seeking a scalable, interoperable, and secure prototype solution that provides near real-time, end-to-end visibility of Department of War cargo and assets by ingesting, fusing, and visualizing data from multiple tracking sources into a trusted Common Operating Picture. The solution must function in denied, degraded, intermittent, or limited communications environments; automate data capture and minimize manual processes; support multiple tracking device types including Commercial-Off-the-Shelf devices; provide secure mobile access; offer interoperability with existing DoW systems via open, standards-based APIs; and demonstrate scalability and modularity for global expansion. Additional requirements include user training and adaptive support materials, remote device and sensor management, compliance with applicable military safety and environmental standards, intuitive design to maximize user adoption, technical documentation, and program roadmaps.

Phase 1 submissions must include a Scout Card with technical responses and a Rough Order of Magnitude cost breakdown (separating IT components from tagging and tracking devices) and a white paper addressing all objective elements. Selected Phase 2 offerors must complete a 90-minute virtual demonstration and a comprehensive in-person logistics exercise involving inventory and multi-modal cargo tracking across Continental United States and forward-deployed locations. Phase 3 will proceed as an RFP contingent on Phase 2 outcomes per the CSO framework. The NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences. USTRANSCOM reserves the right to set aside this requirement for small businesses or cancel it at any time. Offerors bear all costs for proposal preparation and evaluation participation unless otherwise determined by the Government.
