About this file
USTRANSCOM CSO (HTC71126SCSO1) - Specific AoI 001: In-Transit Visibility Modernization
This document is a Statement of Objectives for a competitive Commercial Solutions Opening (CSO) seeking innovative commercial solutions to modernize In-Transit Visibility (ITV) for global defense logistics under USTRANSCOM. The Government seeks a scalable, interoperable, and secure prototype solution capable of providing near real-time, end-to-end visibility of Department of War (DoW) cargo and assets in a controlled environment by ingesting, fusing, and visualizing data from multiple tracking sources into a trusted Common Operating Picture.
The solution must meet minimum requirements including: providing secure, accurate, near real-time visibility of cargo from origin to destination in environments with disrupted, jammed, or unreliable communications; automating data capture and minimizing manual processes; ingesting data from multiple tracking device types including Commercial-Off-the-Shelf devices; functioning in denied, degraded, intermittent, or limited communications environments; providing user training and support with adaptive materials; supporting remote device and sensor management; meeting applicable military safety and environmental standards; offering interoperability with existing DoW systems via open, standards-based APIs; demonstrating scalability and modularity for global expansion; providing secure mobile access; delivering technical documentation and program roadmaps; maximizing user adoption through intuitive design; and enabling rapid iterative improvement. Phase 1 submissions are due June 3, 2026 at 11:59 PM Central Time via the Vulcan platform, requiring a Scout Card with technical responses and Rough Order of Magnitude cost breakdown (separating IT components from tagging/tracking devices) and a white paper addressing all objective elements. Selected Phase 2 offerors must complete a 90-minute virtual demonstration and a comprehensive in-person logistics exercise involving inventory and multi-modal cargo tracking across Continental United States and forward-deployed locations. Phase 3 will proceed as an RFP contingent on Phase 2 outcomes per the CSO framework posted on SAM.gov. The Government reserves the right to set aside this requirement for small businesses or cancel it at any time. Offerors bear all costs for proposal preparation and evaluation participation unless otherwise determined by the Government.

TRANSCOM CSO (HTC71126SCSO1) - Specific AoI 001: In-Transit Visibility Modernization for Global Defense Logistics
Objective:
USTRANSCOM seeks innovative commercial solutions to modernize In-Transit Visibility (ITV) for global defense logistics. Responsive commercial solutions shall demonstrate a scalable, interoperable, and secure prototype solution that provides near real-time, end-to-end ITV of DoW cargo and assets in a controlled environment. The solution shall create a trusted Common Operating Picture (COP) by ingesting, fusing, and visualizing data from a variety of tracking sources. At a minimum, the solution must address the ability to:
• Provide secure, accurate, and near real-time1 visibility of cargo and assets from origin to destination, to the maximum extent technically feasible, including in environments where communications may be disrupted, jammed, or unreliable.
• Provide automated data capture and minimize manual processes.
• Ingest and process data from multiple types of tracking devices and data sources, including but not limited to, Commercial-Off-the-Shelf (COTS) devices.
• Function in denied, degraded, intermittent, or limited (DDIL) communications environments to the maximum extent technically feasible.
• Provide user training and support, including adaptive training materials and knowledge management resources.
• Support remote management and monitoring of devices and sensors.
• Meet applicable safety, electromagnetic, and environmental standards for operation in military logistics environments, or provide a plan for achieving compliance as the solution matures.
• Be interoperable with existing DoW systems and provide integration via open, standards-based APIs.
• Be scalable and modular to expand across the global defense transportation network for a high-volume of DoW cargo.
• Provide secure, user-friendly mobile access to ITV functionality.
• Deliver sufficient technical documentation, including a program roadmap and summary of proposed deliverables.
• Maximize user adoption and satisfaction through intuitive design and user experience best practices.
• Provide rapid delivery, iterative improvement, and ongoing innovation.
• Merge static inventory and in-transit data for a complete logistics overview.
1 Near real-time is defined as pertaining to the timeliness of data or information which has been delayed by the time required for electronic communication and automatic data processing. This implies that there are no significant delays.
Submission Instructions:
Phase 1 – Vulcan Platform Submission. Offerors must submit the following via the Vulcan platform:
• Scout Card: Address the technical prompts in the Vulcan platform. As part of the Scout Card submission, include a Rough Order of Magnitude (ROM) with a clear cost breakdown between information technology (IT) components and tagging/tracking devices.
• White Paper: Offerors must submit a written white paper in accordance with the format requirements specified in Section 3.1 of the CSO, addressing all required elements listed in the Objective section.
Phase 2 – Virtual Demonstration and In-Person Logistics Exercise. Offerors selected to advance to Phase 2 of the CSO will be requested to participate in the following:
A. 90-Minute Virtual Solution Demonstration Consistent with the CSO, each offeror will conduct a 90-minute virtual demonstration for the Government to assess its overall functionality and suitability for the intended mission.
Following evaluation of the 90-minute virtual demonstration, the Government or the offeror may elect to discontinue further participation in Phase 2. Only those offerors selected by the Government will advance in the process.
B. In-Person Comprehensive Logistics Exercise Offerors advancing forward will participate in a comprehensive, in-person logistics exercise to demonstrate complete, end-to-end lifecycle visibility of their solution.
This exercise will include:
• Conducting an initial electronic inventory of a designated Continental United States (CONUS) warehouse,
• Preparing and tracking cargo through global multi-modal transit, and
• Concluding with a final electronic inventory at a forward-deployed tactical storage location.
This logistics exercise is intended to evaluate the solution’s ability to provide persistent, real-time tracking and visibility of cargo at all times and across all modes of transportation, under realistic operational conditions. Offerors are responsible for all costs associated with proposal preparation and participation in the evaluation process, except as may otherwise be determined by the Government.
Phase 3 – Request for Proposal. Contingent on the outcome of Phase 2, Phase 3 will be conducted in accordance with the submission instructions and procedures outlined in the CSO framework established under USTRANSCOM CSO (HTC71126SCSO1), posted to SAM.gov.
Timeline:
Phase 1 Submissions Due: 03 June 2026 at 11:59 PM Central Time
Evaluation Criteria:
This AoI will follow the CSO framework established under the USTRANSCOM CSO (HTC71126SCSO1), posted to SAM.gov. Submissions will be evaluated in accordance with Section 4.1 of the CSO.
For this AoI, mission relevance will be assessed as a subfactor within the technical merit evaluation, as the technical approach itself demonstrates operational applicability to the mission need.
Set-Aside Determination:
The Government reserves the right to set aside this requirement for small businesses or other categories, or to cancel it at any time.
