About this opportunity

The Federal Aviation Administration (FAA) Franchise Acquisition Services is seeking contractors to provide comprehensive training infrastructure support services for the National Airspace System (NAS) Academy at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma. The scope of work encompasses maintenance, repair, and support for nine categories of training systems and equipment, including Terminal and EnRoute Automation, Radar, Communication, Navigation and Landing, Environmental systems, Emerging Technologies, and Computer Systems Analyst support, with potential off-site support within a 50-mile radius of Oklahoma City. Key contract requirements include maintaining on-site physical presence at MMAC, completing assigned training plans with specific proficiency milestones, ensuring all training systems are operational 72 hours before course start dates, and delivering monthly status reports and various management plans. While this is a pre-solicitation market survey announcement rather than a formal solicitation, the FAA has not yet established specific evaluation criteria for the follow-on contract but has indicated it will consider acquisition strategy based on market responses. The deadline for vendors to submit capability statements, performance capacity information, and descriptions of work allocation between prime contractors and subcontractors is May 20, 2026, with submissions directed to Erick Martinez at erick.i.martinez-abril@faa.gov.

This procurement carries no set-aside designation, and the market survey does not identify any current contractors or incumbents. The FAA has referenced two primary NAICS codes—541511 (Custom Computer Programming Services) and 811210 (Electronic and Precision Equipment Repair and Maintenance)—each with a $34.0 million size standard, suggesting the potential contract value could approach or exceed this threshold. The contract structure includes a base period and four option years, with projected weekly labor hour requirements ranging from 1,220 hours during the base period and first two option years to 650 hours in the final two option years, encompassing contract management, technical support, and computer systems analyst personnel. Service Contract Act provisions apply, with wage determinations mapped to specific tasks under Department of Labor Wage Determinations 23183 and 14103. The Government explicitly reserves the right to revise the draft Performance Work Statement before releasing the formal Solicitation for Information/Request for Offer and may pursue full and open competition, a small business set-aside, or another acquisition strategy it deems in its best interest based on market survey responses.
