About this file

This is a market survey announcement from the Federal Aviation Administration (FAA) soliciting statements of interest and capabilities from vendors for training infrastructure support services.

The FAA seeks vendors to maintain, repair, and support training systems and equipment at the National Airspace System (NAS) Academy located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City. The scope encompasses Terminal and EnRoute Automation, Radar, Communication, Navigation, and Environmental systems deployed across training labs, classrooms, and other MMAC facilities, with potential off-site support needed within the Oklahoma City area. Services will cover both existing and newly acquired systems. The principal NAICS codes under consideration are 541511 (Custom Computer Programming Services) and 811210 (Electronic and Precision Equipment Repair and Maintenance), each with a $34.0 million size standard. The Government has not yet determined the acquisition strategy or competition structure for the follow-on contract but welcomes responses from small businesses. Depending on market survey responses and analysis, the Government may pursue full and open competition, a small business set-aside, or another acquisition strategy deemed in its best interest. A draft Performance Work Statement is provided as reference material, though the Government reserves the right to update or revise it prior to releasing the formal Solicitation for Information/Request for Offer (SIR/RFO).

Interested vendors must submit three items by May 20, 2026, close of business: a Capability Statement (maximum five pages) describing similar services provided by the firm; Performance Capacity information; and a description of work to be performed by the prime contractor versus subcontractors or teaming partners. Submissions should be emailed to Erick Martinez at erick.i.martinez-abril@faa.gov. This announcement explicitly states it is not a request for proposals or offers, the FAA is not accepting unsolicited proposals, and all submission costs are the vendor's responsibility with no Government reimbursement.

Text version

The purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on the current data obtained. The responses to this market survey will be used for informational purposes only.

The Government requires training infrastructure support for the National Airspace System (NAS) Academy at the Mike Monroney Aeronautical Center (MMAC). This Performance Work Statement (PWS) details the requirements for maintaining, repairing, and supporting training systems and equipment used by the FAA Academy (Academy) and its partners. These systems, including Terminal and EnRoute Automation, Radar, Communication, Navigation, and Environmental, are in training labs, classrooms, and other buildings across the MMAC. In specific instances, support may be needed for off-site training within the Oklahoma City area. The scope of this contract covers both existing and newly acquired systems. A DRAFT Performance Work Statement (PWS) is provided as an attachment to this market survey to inform and assist interested vendors of the technical work required.

However, interested respondents are cautioned that the Government at its discretion may update and or revise this PWS prior to release of the SIR/Request for Offer (RFO) for the follow-on contract.

At this time, the acquisition strategy and nature of competition has not been determined for the follow-on contract. The Government welcomes statements of interest and capabilities from all small businesses, which are capable of providing the required items and services. Depending on responses to this survey and analysis of market research collected, the Government will develop and refine its procurement strategy at its discretion, which may involve a full and open competition, a set-aside of all or part of the procurement, or pursuit of another acquisition strategy that the Government determines is in its best interest in order to fulfill its requirements.

The principal North American Industry Classification System (NAICS) codes being considered for this effort are 541511, Custom Computer Programming Services, with a size standard of $34.0 million, and 811210, Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34.0 million. The Government is currently evaluating which NAICS code is most appropriate for this requirement.

THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Offer may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore, any cost associated with a market survey submission is solely at the interested vendor’s expense.

HOW TO RESPOND TO THIS MARKET SURVEY: Interested vendors should submit the items listed below to the point of contact listed at the bottom of this announcement.

1. Capability Statement. This document is limited to not more than five (5) pages and must include a brief description of services provided by your firm which are same/similar to those services outlined in this market survey and similar/same to the DRAFT statement of work attached to this announcement.

2. Performance Capacity.

3. Work requirement to be performed by the prime contractor with sub-contracting or teaming with other contractors for the contemplated follow-on award for these services.

Responses to this market survey must be received by close of business, May 20, 2026. Submissions should be sent via email to the following point of contact: Erick Martinez at erick.i.martinez-abril@faa.gov
