Place of performance is approximately 14 miles northeast of Challis, Idaho, in Custer County, at elevations between 5,000 and 5,500 feet on BLM-managed sagebrush steppe habitat. Work shall commence on or after September 14, 2026, and be completed within 10 calendar days of initiation once favorable weather and growing conditions are confirmed by the Contracting Officer's Representative, with an estimated completion date through October 31, 2026.
The contractor shall apply 7 ounces per acre of Imazapic with 1 quart of non-ionic surfactant per 100 gallons of water at a 5 gallon per acre carrier rate, using only herbicide products registered in Idaho and approved by the BLM. All applicators must hold a current Idaho Professional Applicator License in the Agricultural Pesticide Category. A contractor representative must remain on-site at all times. Operations are permitted during daylight hours, six days per week, excluding Sundays and federal holidays, with required work hours between 7:30 AM and 5:30 PM Monday through Friday. The contractor must furnish GPS equipment capable of recording tracklog data in UTM coordinates (NAD 1983, Zone 12 North), maintain weekly progress reports, and provide daily applicator logs with geospatial data in shapefile format within 10 business days of completion, ensuring 95 percent uniform coverage.
NAICS code is 115112, Soil Preparation, Planting, and Cultivating; PSC code is F105, Environmental Systems Protection—Pesticides Support. Payment is on a unit price per acre basis for all areas satisfactorily treated. Evaluation factors are Technical Capability (work plan, production rates, loading sites, coordination approach, staff capabilities, quality control and safety processes, available equipment); Applicant Qualifications (prior relevant experience for key personnel and crew members, experience in remote locations); Prior Experience and Past Performance (minimum two to maximum five recent relevant projects with client references); and Price (reasonableness evaluation). Award will be made on an all-or-none basis to the single offer providing best value, and the Government will not make more than one award.
