Interested contractors must submit electronic quotes by 2:00 PM CDT on March 19, 2025, including technical specifications and pricing details. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) methodology, where quotes will be assessed first for technical compliance and then for price, with a determination of contractor responsibility as the final step. Potential bidders must submit questions about the solicitation no later than March 12, 2025, at 5:00 PM CDT, with answers to be posted as an amendment to the solicitation.

This procurement is designated as a 100% Small Business Set-Aside under NAICS code 333111 (Farm Machinery and Equipment Manufacturing), with a small business size standard of 1,250 employees. The lease period is scheduled from April 1, 2025, through March 31, 2026, with a requested delivery date of April 1, 2025. Contractors must be registered in the System for Award Management (SAM) to be eligible for award, with no exceptions. The tractors will be used for pulling manure tankers and must meet specific technical requirements, including 4-wheel drive, power shift transmission, and WAAS guidance. The contract includes an option to purchase the tractors at the end of the lease period, with an anticipated usage of up to 600 hours per tractor annually. All invoices must be submitted electronically, and the tractors will be inspected and accepted at the USDA ARS location in Prairie du Sac, Wisconsin.
