The contractor will be responsible for comprehensive management services including yard maintenance, rental management, tenant eligibility certification, lease administration, rent collection, accounting system development, maintenance and repair oversight, and submission of required monthly reports and budgets using Rural Development forms and systems. Prospective contractors must demonstrate at least two years of experience managing similar federally assisted multifamily housing with access to the USDA RD MINC system, provide two professional references, and submit a detailed narrative addressing their experience, qualifications, available resources, and facilities. The solicitation requires submission of a completed price schedule with monthly management fees per apartment unit covering all wages, indirect costs, travel, overhead, and general administrative expenses. Quotations must be received by 3:30 PM Central Time on Friday, April 23, 2026, and should be submitted to chester.rogers@usda.gov.
This is a total small business set-aside opportunity under NAICS code 531311 (Residential Property Managers) with a small business size standard of $12.5 million, and no incumbent contractor is identified. The total contract value will equal the monthly fee per unit multiplied by 24 units and 12 months, though specific budget ranges are not disclosed in the solicitation materials. Additional submission requirements include completed HUD Form 935.2A (Affirmative Fair Housing Marketing Plan), Form HUD-2530 (Previous Participation Certification), and offeror representations and certifications, either through completed FAR Form 52.212-3 or confirmation of current SAM registration.
