About this opportunity

The Department of the Army is seeking a contractor to provide lightning protection system inspection, testing, maintenance, and repair services at Tobyhanna Army Depot in Pennsylvania under a 100% Small Business Set Aside. The contractor must hold either an Underwriters Laboratories Lightning Protection Master Certification or a Lightning Protection Institute Certification and demonstrate experience with lightning protection systems in accordance with NFPA 70 and NFPA 780 standards. The contract will be evaluated using three criteria: technical capabilities, price, and past performance, with award to the responsible offeror representing the best value. Offerors must submit written questions no later than 10 days prior to the proposal due date, and proposals are due by January 30, 2026. A pre-solicitation TEAMS meeting is scheduled for January 29, 2026, at 9:00 AM to address questions and concerns; interested parties should email Brian.K.Dionysius.civ@army.mil for the meeting link.

The contract covers lightning protection services for seven buildings totaling approximately 580,100 square feet and is structured as a hybrid firm-fixed-price and time-and-materials arrangement with a 12-month base year followed by four optional 12-month extension years. Work will be performed during standard business hours (7:00 AM to 4:30 PM, Monday through Friday) and includes annual visual inspections, detailed inspection reporting within 30 days, cost estimates for repairs, and emergency response within 96 hours. The Service Contract Act applies, with wage determination 2015-5797 (Revision 30) for Monroe County, Pennsylvania establishing mandatory minimum wage rates and fringe benefits. Offerors must submit pricing for both preventative maintenance services and fully burdened labor rates for repair work, with materials reimbursed on a cost basis. Past performance evaluation requires submission of two relevant contract samples completed within the past five years, and all contractors must maintain active SAM.gov registration with no exclusions and comply with Section 508 accessibility standards.
