About this opportunity
The Administrative Office of the U.S. Courts is seeking a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide equipment, reagents, supplies, data management programs, training, and consumables to operate instrumented screening urine testing facilities at United States Probation and Pretrial Services Offices nationwide. The contractor must supply automated immunoassay analyzers, forensic-use reagents, controls, calibrators, water systems, quality control materials, maintenance services, and a web-based data management system capable of interfacing with both legacy PACTS and PACTS360 systems. Key requirements include providing ready-to-use liquid reagents capable of testing for fourteen specified drugs of abuse at defined cutoff levels, designating three qualified key personnel (Project Manager, Field Customer Service Representative, and Data Management System Point of Contact), and meeting specific equipment throughput capacities ranging from 100 to 800+ tests per hour depending on facility volume. Proposals will be evaluated on technical acceptability of the data management system, equipment performance, ready-to-use liquid reagent quality, key personnel qualifications, and price, with award made to the lowest-priced technically acceptable proposal. The proposal deadline is April 15, 2026, at 3:00 PM Eastern Time, with questions to be submitted through the designated Questions Submission Form.
