About this file
This is an equipment and reagent requirements attachment that outlines the specific performance criteria and specifications that contractors must meet for the drug testing laboratory operations under RFP USCA26R0001.
The attachment establishes four primary requirement categories. First, the data management system must be web-based and compatible with all proposed analyzers, include specified database fields and functions from Attachment 3, provide comprehensive training, include dedicated support personnel, enable on-site modifications, and transmit individual test results electronically to remote locations within two hours of acceptance. Second, drug laboratory equipment must meet specific throughput capacities based on monthly test volumes: 100+ tests per hour for 500-4,999 monthly tests, 400+ tests per hour for 5,000-11,999 monthly tests, and 800+ tests per hour for 12,000-20,000 monthly tests, with an additional 800+ test per hour analyzer required for facilities exceeding 20,000 monthly tests. Third, contractors must provide ready-to-use liquid reagents capable of testing for fourteen specified drugs of abuse at defined cutoff levels, including cannabinoids (50 ng/mL), cocaine metabolite (150 ng/mL), opiates (300 ng/mL), amphetamines (500 ng/mL), benzodiazepines (200 ng/mL), methadone (300 ng/mL), oxycodone (100 ng/mL), buprenorphine (5 ng/mL), barbiturates (200 ng/mL), 6-AM (10 ng/mL), fentanyl (1 ng/mL), ethyl glucuronide (500 mg/mL), ketamine (50-100 ng/mL), and creatinine at specified levels. Fourth, key personnel must be identified with resumes demonstrating they meet specified requirements. Contractors must respond with YES or NO confirmations for each requirement and identify equipment names, testing capacities, reagent manufacturers, and proposal page numbers.

Attachment 4 – Equipment & Reagent Requirements
L.3.1.1 - DATA MANAGEMENT SYSTEM (Section C – Statement of Work, C.6.2 Data Management System The offeror shall identify the data management system that meets the requirements.
Name of Data Management System
Point of Contact
INSTRUCTIONS:
The contractor shall provide a data management system for drug testing with a user interface that accepts specimen identification and test specifications. The data management system shall be capable of storing the data elements specified in Attachment 3 - Specifications for Probation and Pretrial Case Tracking System (PACTS) Drug Testing Results (DTR) component On-Site Laboratory(s) Interface and in accordance with SOW Section C.6.
Indicate by YES or NO if you are capable to meet the requirements below:
ITEM #
Performance Requirement
Meets Requirement
Yes
No
The contractor shall provide a web-based data management system containing, at a minimum, all database fields, elements, functions, and reports described in Attachment 3 and Section C.6.4.
Fully compatible with, and capable of interfacing with all analyzers and equipment proposed and used in each on-site laboratory.
The contractor shall provide all required hardware—including CPU, monitor, printer, bar-code scanner, bar-code labels, and bar-code printer—and all necessary software for each workstation within the on-site laboratory.
Provide comprehensive training to all on-site laboratory staff on the use of the data management system, including specimen entry, report generation, and troubleshooting.
The contractor shall identify a dedicated point of contact to assist on-site laboratories with any data-management-system support, questions or problems.
The contractor shall provide administrative access rights to specified users.
On-Site Modifications: Enter new vendor locations, add/delete Officers or collectors, add/delete tests when creating a requisition, Correct donor info, delete duplicate requisitions, and merge duplicate clients.
The data management system shall:
· Electronically record the results of each assay.
· Read bar-coded specimens.
· Include fields for specimen ID number and special instructions.
· System shall transmit individual test results—quantitative when appropriate—to remote locations within two (2) hours of acceptance of the test results.
· Import calibration and quality-control values from the analyzer.
· Produce customized aggregate reports in user defined categories
L.3.1.2 DRUG LABORATORY EQUIPMENT (Section C – Statement of Work, C.5.2.1 – Performance of Equipment) INSTRUCTIONS: The Offeror shall provide all the required equipment and supplies, including but not limited to calibrators, controls, and consumables, to meet the testing needs of each on-site laboratory.
