About this file
This is a Response to Questions document for solicitation USCA26R0001_0001 for drug laboratory services. The document addresses seven questions and clarifications from potential offerors regarding the Statement of Work and solicitation requirements.
Key clarifications provided include: (1) Type II water is acceptable for laboratory applications when recommended by the instrumentation or reagent manufacturer, with updates to be made to Sections C.5.1 and C.5.2.3; (2) lyophilized 6AM reagent is acceptable as an alternative to the stated requirement; (3) three broken hyperlinks for IT Security Chapter 3, Chapter 6, and Chapter 5 documents are PDF attachments; (4) each offeror must produce the required analyzer at specified locations (Miami FL, Chicago IL, and San Juan) with a minimum of two instruments per site capable of no less than 100 tests per hour—a single instrument capable of 200+ tests per hour per site is not acceptable; and (5) offerors with two distinct technical solutions must submit only ONE proposal, not multiple proposals or separate solutions. The responses indicate that the solicitation requires specific laboratory equipment and operational capabilities across multiple geographic locations with defined throughput requirements.

1 C - Descriptions/SOW 3 4
The Statement of Work (Section C.5.1 and Section C.5.2.3 ) references the use of Type I (LC MS/MS grade) water. However, the analyzers and reagents we propose use water requirements that vary by platform and, in some cases, specify Type II water rather than Type I. Is the use of Type II water acceptable in these cases?
The government approves the use of Type II water for general laboratory applications, such as general reagent production. The use of Type II water is only permissible if recommended by the instrumentation or reagent manufacturer. Updates made to Sections C.5.1, C.5.2.3
2 C - Descriptions/SOW C.5.5 a 9
Can this requirement for 6AM be modified to allow lyopholized reagent?
This requirement is unduly restrictive because it would reduce competition in an already small pool of vendors and the US Courts are using lyopholized reagent now for 1 assay.
A lypholized 6AM reagent is acceptable.

Attachment 2 - LAB Location Information
Line Item 51- Miami, FL, Line Item 76- Chicago, IL, and Line Item 103- San Juan states - states (2) instruments no less than 100 tests per hour. Given if a single instrument is capable of running 200 or more tests per hour, would it be accetable to install one instrument per site across the three locations rather than two instruments at each site?
No - each offeror must produce the requested analyzer, for each site per Attachment 2 - Lab Location Information.
7 General

•a single proposal that includes mul ple technical and pricing op ons, or •two separate proposals?
