The procurement is a total small business set-aside under NAICS 115310 (Support Activities for Forestry) with a size standard of $11,500,000.
Place of performance is Elmendorf AFB, Alaska. The contractor must provide a certified forester accredited by the Society of American Foresters, a registered professional forester, or a forester with at least 5 years of timber cruise experience. Work consists of a 20 percent cruise of approximately 475 acres of merchantable timbered areas with 90 percent confidence (approximately 92 plots required) using one of eight specified cruise design methods, completing within a 90-day performance period. The contractor must identify merchantable species including white spruce, birch, cottonwood, balsam poplar, aspen, and black spruce, and collect minimum plot data including WGS84 coordinates, diameter-at-breast height, merchantable height, grade, and live/dead status. Volume estimator equations must comply with the USDA Forest Service Volume Estimator Library (2024) for Southcentral Alaska species. A draft timber valuation report in .docx format is due no later than 30 days before the performance period ends, followed by a final signed report by period conclusion. The contractor assumes full responsibility for all personnel, equipment, transportation, safety compliance with OSHA and federal regulations, and obtaining JBER security passes. All reports and timber cruise data must be marked Controlled Unclassified Information and delivered via DoD Safe. Service Contract Act wage requirements apply as of December 3, 2025.
Evaluation is conducted on best value, weighing past performance ratings and total price. Quoted prices must remain firm for 60 calendar days. Amendment 0001, issued May 12, published official Q&A and incorporated a larger area map.
