(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible

Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Basis for Contract Award: Award will be made IAW RFO 12.203 on a best value basis taking Past Performance and price into consideration. An acceptable record of relevant past performance may be considered more advantageous to the Government than a “Neutral” rating. In that event, the Contracting Officer will be the Decision Authority and will make a best value award decision using Past Performance and Price.

(1) Evaluation Steps:

a. The government will review all quotes for compliance. A compliant quote meets the

Government’s requirements identified in this solicitation.

b. Past Performance Factor:

i. The Government will evaluate past performance information IAW FAR RFO 12.203(a)(2) on all quotes based on the references provided by the vendor, will consider an vendor’s supplier risk IAW R-DFARS 252.204-7024, Notice on the Use of the Supplier Performance Risk System (SPRS), and information in the Government-wide Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov, if available.

ii. The Government will contact the POC provided per this solicitation and determine if Timber Cruise services were provided and determine if services provided were satisfactory/unsatisfactory. A satisfactory/unsatisfactory response will be given based on the system below:

SATISFACTORY The vendor satisfactorily provided all services IAW the Performance Work

Statement dated 20 April 2026.

UNSATISFACTORY The vendor did not satisfactory provide all services IAW the Performance Work Statement dated 20 April 2026

iii. Taking all past performance information listed in RFO 52.212-1(a)(7)(i), the

Government will assign a past performance rating. Past Performance will be rated based on the acceptable/neutral/unacceptable rating method outlined below.

ACCEPTABLE

Based on the vendor’s performance record, the Government has a reasonable expectation that the vendor will successfully perform the required effort.

NEUTRAL No performance record within the same scope of work is available or the vendor’s performance record is so sparse that a positive or negative rating cannot be reasonably assigned.

UNACCEPTABLE Based on the vendor’s performance record, the Government does not have a reasonable expectation that the vendor will be able to successfully perform the required effort.

c. Price Evaluation Factor:

i. Taking the pricing information listed in RFO 52.212-1(a)(7)(ii), the Government will evaluate the total price listed in Attachment 4, Pricing Schedule, IAW RFO 12.203(a)(3).

ii. The Government will consider a vendor’s price risk in determining if a vendor’s price is consistent with historical prices paid for a product or a service or otherwise creates a risk to the Government IAW R-DFARS 252.204-7024, Notice on the Use of the Supplier Performance Risk System.

(2) Interchanges: The Government intends to award a firm-fixed price contract without interchanges with respective vendors. The Government, however, reserves the right to conduct interchanges if deemed in its best interest. Interchanges are the contemporaneous exchange of information between the Government, at its discretion, and one, some, none or all vendors that provided quotes in response to the request for quotes. Under RFO 12 procedures the Government may hold Interchanges with vendors to address any aspect of the quote, which may include, but not be limited to, price, and/or past performance. Interchanges may be conducted in writing or as oral conversations, will be conducted in a fair and reasonable manner, and will not favor one vendor over another. Vendors do not have to be offered the opportunity for final quote revisions (FQRs) in response to interchanges.

(3) SAM Registration: Note that SAM registration must be current at time of quote submission and must remain valid through award. If SAM registration lapses during the solicitation and evaluation period, the quote will no longer be eligible for award.

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

(x) The clause at RFO 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services (Nov 2023), is hereby incorporated by reference, with the same force and effect as if it were given in full text.
