About this opportunity

The Department of the Air Force Pacific Air Forces, through the 673d Contracting Squadron, is seeking to procure timber cruise and appraisal services for approximately 475 acres of merchantable timbered areas near Elmendorf Airfield at Joint Base Elmendorf-Richardson (JBER) in Alaska. The primary requirement is to engage a certified Forester accredited by the Society of American Foresters to conduct a comprehensive on-site timber cruise and valuation. Key contract requirements include completing a 20 percent cruise of merchantable timber using one of eight specified cruising methodologies, identifying merchantable species (white spruce, birch, cottonwood, balsam poplar, aspen, and black spruce), and collecting detailed plot data with specific metrics including coordinates, diameter-at-breast height, and merchantable height. The contractor must submit a draft timber valuation report within 30 days before the end of the performance period and a final signed report by contract completion, along with all raw data in CSV format. The deadline for submission of capability information in response to this Sources Sought Synopsis is March 31, 2026, though this announcement is explicitly noted as a market survey only and does not constitute a commitment to award a contract.

This is a Sources Sought Notice rather than a formal solicitation, meaning no set-asides apply and no incumbent contractor is identified. The contract performance period is 90 days from award, with operations conducted during standard business hours (0700-1700). The statement of work requires the contractor to provide all necessary personnel, equipment, supplies, facilities, transportation, and materials at their own cost, with the government providing no facilities or equipment. The contractor must comply with JBER security requirements, OSHA safety standards, base access procedures, and Controlled Unclassified Information handling protocols per DoDI 5200.48. No specific award value or budget range is disclosed in this pre-solicitation notice, and interested parties are advised to register on sam.gov under NAICS code 115310 (Support Activities for Forestry) to receive notification when the formal solicitation is posted.
