About this opportunity

The U.S. Department of Agriculture Forest Service, Clinch Ranger District, seeks timber stand improvement services for the Thunderstruck Crown Touch Release project on approximately 100–224 acres of the George Washington & Jefferson National Forests, with proposals due June 24, 2026. This is a total small business set-aside with an estimated value under $75,000.

Place of performance is Scott County, Virginia (Wise, VA 24293). The contract period runs August 17, 2026 through December 31, 2026. Work involves four-sided crown touch release treatments to release crop trees—primarily oak, hickory, and hardwood species—while protecting yellow pines, dogwood, eastern hemlock, ash, serviceberry, and American chestnut. Contractors must furnish all labor, equipment, supervision, tools, and incidentals. The contractor must achieve at least 90 percent release of possible crop trees in treated areas, targeting 15 to 30 trees per acre without exceeding 30 per acre. Payment is by unit bid price per acre for trees treated to standard. The NAICS code is 115310 (Support Activities for Forestry); PSC code is F014 (Tree Thinning Services).

Evaluation criteria, in descending order of importance, are: successful previous completion of silvicultural or timber stand improvement work on the George Washington & Jefferson National Forests; knowledge of and familiarity with Southern Appalachian tree species; previous Contracting Officer Representative evaluations of contractor performance; contractor rating database information; and price. The Forest Service will award using best value tradeoff methodology and reserves the right to reduce acreage to award to the highest-rated offeror rather than accept a lower-priced, lower-rated quote. Prevailing wage rates under Service Contract Act determination 2015-4339 (Revision 31, effective May 14, 2026) apply to the Virginia and Tennessee counties specified in the wage document.
