About this file
This is a Recommended Evaluation Criteria document for a Timber Stand Improvement solicitation issued by the U.S. Department of Agriculture Forest Service, Clinch Ranger District, for the George Washington & Jefferson National Forests in Scott County, Virginia.
The solicitation (12443926Q0113) seeks contractor services to perform four-sided crown touch release treatments on approximately 100-224 acres, with a period of performance from August 17, 2026 through December 31, 2026. This is a total small business set-aside with an estimated value under $75,000, classified under NAICS 115310 (Support Activities for Forestry) and PSC F014 (Tree Thinning Services). The evaluation criteria, listed in descending order of importance, are: successful previous completion of silvicultural or timber stand improvement work on the George Washington & Jefferson National Forests; knowledge of and familiarity with Southern Appalachian tree species; previous Contracting Officer Representative (COR) evaluations of contractor performance; contractor rating database information; and price. Award will be made using best value tradeoff methodology, and the Forest Service reserves the right to reduce acreage to award to the highest-rated offeror rather than accept a lower-priced, lower-rated quote. Contractors must provide all labor, equipment, supervision, tools, and incidentals to perform the work in accordance with the attached Statement of Work and technical specifications.

FY26 Thunderstruck Crown Touch Release Contract Recommended Evaluation Criteria In descending order of importance, I would like the following criteria to be used to evaluate bidders and to award this contract:
| 1. | Sucessful previous contract completion in this field of work (Silvicultural Treatments or Timber Stand Improvement) on the George Washington and Jefferson National Forests. |
| 2. | Knowledge of and familiarity of the local tree species in the Southern Appalachian Mountains. |
| 3. | Previous COR rating of contractor's work based on conversation with other CORs. |
| 4. | Contractor rating database. |
| 5. | Cost to complete the work in the contract. |
*Note* It would be preferable to scale back the treatment area in order to contract with the best bidder, rather than go with a cheaper bidder than does not rate as highly on the evaluation criteria.
