About this opportunity

The Federal Bureau of Investigation's Threat Screening Center intends to solicit artificial intelligence enhancement services to automate time-intensive manual tasks and provide data enrichment across multiple domains, with an industry engagement opportunity through a Request for Information due April 10, 2026. This is a commercially acquired effort with no set-aside anticipated.

The FBI seeks market research on AI-enabled search software solutions addressing six primary capability requirements: an AI-enabled knowledge base for querying Standard Operating Procedures, directives, and policies using natural language with source attribution; federated search with summarization across structured and unstructured repositories while maintaining explicit citations; identifier-driven federated reporting with citation retention for automated report generation; natural language query and dataset synthesis with source transparency; predictive modeling using enhanced data with traceable lineage; and dynamic data visualization with natural language query capability and source traceability. All solutions must comply with FBI AI ethical standards and receive approval from the FBI's AI Ethics Council.

The RFI invites responses from both small and large manufacturers. Small business vendors must demonstrate the ability to perform at least 50% of described tasks. Responses must be submitted to contracting officer Brandon James (bmjames@fbi.gov) in Word, Excel, or searchable PDF format not exceeding 25 pages, single-spaced, 12-point Times New Roman font with one-inch margins. The RFI requests company information including DUNS Number, CAGE Code, applicable NAICS codes, business size classification, GSA Schedule and NASA SEWP contract status, and indicative pricing for planning purposes only. The FBI disclaims any commitment to award a contract, issue a solicitation, or pay for response preparation.

Notice text

The Federal Bureau of Investigation (FBI), Threat Screening Center (TSC) has a critical national security mission to consolidate the United States (U.S.) Government’s approach to terrorism and national security threat screening. To help carry out its mission, the TSC requires enhanced technical solutions that will assist its operational staff by providing automation of time-intensive, repeatable manual tasks entailing large volumes of data across multiple domains. This would be considered a commercially acquired effort. Moreover, automation enhancement is needed for systematic tasks such as gap analysis/enhancement of TSC’s workflow involving querying external systems for data enrichment / enhancement.
