About this opportunity

The Federal Bureau of Investigation (FBI) Office of Chief Information Officer issued a Broad Agency Announcement for Enterprise Problem Sets with a current expiration date of May 16, 2027, accepting white paper submissions throughout the open period on a rolling basis.

The FBI invites science and technology firms and educational institutions to submit innovative research and development proposals addressing problem sets across five major categories: leveraging artificial intelligence and its sub-fields (content extraction, data management, workflow automation, actionable analysis, sensor fusion, business operations optimization, data science workflows, knowledge management, open-source intelligence, correspondence management, threat analysis, recruiting, signature identification, cybersecurity, and AI governance); enhancing counterintelligence and security; mission-enhancing science and technology (digital exploitation, directed energy weapons analysis, biometrics, WMD technologies, electro-optical detection); improving mission support capabilities (IT systems, governance, data management, infrastructure, cybersecurity, operations support, cyber capability processes, enterprise data fabric); and increasing organizational effectiveness (performance management, applicant screening, workplace learning).

The BAA operates under a two-step process. Step One requires white paper submission to meagrinzoni@fbi.gov with maximum ten pages (12-point font, one-inch margins), including a non-proprietary abstract, technical approach, program plan with milestones, capabilities and key personnel resumes, and rough order of magnitude cost estimates. Evaluation criteria—weighted equally—are technical approach, capabilities and relevant experience, and ROM pricing. All offerors must maintain active System for Award Management registration and provide Unique ID and DUNS number. The FBI anticipates multiple FAR-based awards; the issuance does not obligate funding of any submission or reimbursement of preparation costs. Organizational conflicts of interest must be disclosed. Although no set-aside applies, the FBI encourages responses from Historically Black Colleges and Universities and Minority Institutions.
