About this file
This is a Request for Information (RFI) issued by the Federal Bureau of Investigation's Finance and Facilities Division on March 27, 2026, regarding artificial intelligence enhancements for the Threat Screening Center. The RFI seeks market research input from small and large manufacturers of search software solutions to understand industry capabilities, potential barriers, and cost information for contemplated AI solutions. The FBI explicitly disclaims any commitment to award a contract, issue a solicitation, or pay for response preparation; all submissions are strictly voluntary and not considered offers. Responses must be submitted by April 10, 2026, at 3:00 PM Eastern Time to contracting officer Brandon James (bmjames@fbi.gov) in searchable Word, Excel, or PDF format, not exceeding 25 pages (including cover page) at 12-point Times New Roman font with one-inch margins.
The RFI identifies six primary use cases requiring AI-enabled solutions: an AI-enabled knowledge base for querying SOPs and directives with real-time context-aware responses and source citations; federated search capabilities across multiple repositories with summarization and source attribution; identifier-driven federated reporting with automated report generation and citation retention; natural language queries for dataset synthesis with source transparency and analytic integrity; predictive modeling using enhanced data with traceable lineage and transparent reasoning; and dynamic data visualization with natural language query capability and source traceability. All solutions must comply with FBI AI ethical standards and obtain FBI AI Ethics Council approval. Contractor qualifications submissions must include company name, business size, technical ability evidence, personnel qualifications, GSA Schedule status and SIN (if applicable), authorized reseller information, and GWAC availability (GSA or NASA SEWP). The RFI requests indicative pricing for planning purposes only and invites comments addressing FBI requirements, assumptions, or innovative alternative approaches. Small businesses must explain their ability to perform at least 50% of described tasks.

INTRODUCTION
Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned for the Threat Screening Center (TSC).
The information gathered may be used to formulate acquisition strategies for competitive solicitations.
BACKGROUND
The Federal Bureau of Investigation (FBI), Threat Screening Center (TSC) has a critical national security mission to consolidate the United States (U.S.) Government’s approach to terrorism and national security threat screening. TSC also supports law enforcement and other communities at the federal, state, local, tribal, and international partners as established by Homeland Security Presidential Directive 6 and more recently, National Security Presidential Memorandum 7.
To help carry out its mission, the TSC requires enhanced technical solutions that will assist its operational staff by providing automation of time-intensive, repeatable manual tasks entailing large volumes of data across multiple domains. This would be considered a commercially acquired effort. Moreover, automation enhancement is needed for systematic tasks such as gap analysis/enhancement of TSC’s workflow involving querying external systems for data enrichment / enhancement.
At a minimum, TSC seeks out commercial manufacturer support to assist with some, or all, of the following instances / use cases and the associated performance indicator to measure its effectiveness:
Version 1.2 Page 4
1. AI-Enabled Knowledge Base for SOP and Directive Repository
The AI solution (hereafter referred to as “The solution”) must provide an AI-enabled knowledge base capable of ingesting and indexing Standard Operating Procedures (SOPs), directives, policies, and related governance documentation. Users must be able to query the repository using natural language and receive real-time, context-aware responses, including actionable guidance where appropriate. All responses must include explicit citations referencing the authoritative source document, section, and paragraph to ensure traceability and auditability. The system should support version control awareness to ensure responses align with current policy.
2. Federated Search with Summarization and Source Attribution The solution must perform federated searches across multiple structured and unstructured data repositories without requiring data consolidation. The solution must provide either a synthesized summary of findings or direct the user to relevant source systems and records. All results must retain explicit citations identifying the originating system, document, and data element used in generating the response. The system should demonstrate the ability to maintain data lineage and transparency in how information was derived.
3. Identifier-Driven Federated Reporting with Citation Retention The solution must build upon the capability of the above-mentioned federated search and support automated report generation based on key identifiers (e.g., person, organization, asset, event) and configurable frequency parameters. Upon request, the solution must conduct federated searches across designated systems and generate a consolidated report reflecting current, authoritative data. The custom-generated report must preserve explicit citations for each data element retrieved, including system of record and source references, to maintain evidentiary integrity. The solution should support both on-demand and scheduled report execution.
4. Natural Language Query and Dataset Synthesis with Source Transparency The solution must allow users to leverage natural language queries to search across enterprise datasets and receive synthesized or summarized responses. The solution must demonstrate the ability to aggregate, correlate, and contextualize information across diverse data holdings. All outputs must include explicit citations and traceability to the underlying source material. The system should clearly distinguish between extracted facts and AI-generated synthesis to ensure analytic integrity.
Version 1.2 Page 5
5. Predictive Modeling Using Enhanced Data with Traceable Lineage The solution must leverage existing enterprise datasets that include enriched or enhanced data elements with documented source attribution to develop predictive models. When new data is ingested, the system must analyze similarity, pattern alignment, and attribute correlation against existing records to predict where additional relevant information may be derived across federated systems. The solution must provide transparent reasoning for its predictions, including traceability to the specific source data, enhancement logic, and reference materials used in generating the inference. All predictive outputs must retain auditable lineage to ensure analytic defensibility and support oversight requirements.
6. Dynamic Data Visualization with Natural Language Query and Source Traceability
The solution must provide dynamic data visualization capabilities, including interactive charts, graphs, dashboards, and geospatial displays derived from federated enterprise data holdings. Users must be able to initiate visualization requests using natural language queries, with the system leveraging an internal data dictionary and metadata catalog to accurately interpret intent and map queries to authoritative data sources.
Visual outputs must support filtering, drill-down, and temporal analysis to enable operational and analytical insight. All visualizations must retain explicit data sourcing and citation metadata to ensure traceability, transparency, and audit readiness.
All AI use cases and solutions must be able to comply with the FBI’s AI ethical standards, to include approval of the FBI’s AI Ethics Council. All responses will be reviewed, and the highest rated responses may be considered for a virtual or in-person briefing/demonstration of capabilities.
