About this opportunity

The Department of Agriculture Forest Service is seeking contractors for the Thomas Bay Young Growth Stewardship Integrated Resource Service Contract (IRSC), a comprehensive timber harvesting and forest management project in the Petersburg Ranger District of the Tongass National Forest, Alaska. The contract encompasses multiple work items including mobilizing logging equipment by barge, creating timber harvest openings in densely stocked young-growth stands, removing sawtimber to transfer facilities, performing road maintenance and reconstruction, hand thinning forest stands, and removing derelict vehicles. The primary objectives are to increase young-growth harvest viability for local economies, provide early seral habitat for deer and moose populations, and improve water quality and ecological function. The contract will be awarded using a best value source selection method as a firm fixed price commercial services contract under NAICS code 115310. The original Request for Quotes was anticipated for July 21, 2025, with a pre-solicitation site visit conducted on July 23, 2025, and the current quote submission deadline is August 26, 2025 at 10:00 AM PDT.

This procurement does not utilize any set-aside designation and is unrestricted competition. No current contractors or incumbents are identified in the available documentation. The contract covers an estimated timber volume of 4,059.65 MBF of Sitka spruce and 462.26 MBF of western hemlock sawtimber across approximately 128 acres in seven cutting units. The period of performance extends from the date of award through October 31, 2030, providing contractors with a five-year timeline to complete all required work. The size standard for this procurement is $11.5 million under the Support Activities for Forestry classification. Importantly, the government notes that funds are not presently available for this effort, and no award will be made until funding is secured, with the government reserving the right to cancel the solicitation at any time without reimbursing offerors for costs incurred.
