About this opportunity
The United States Air Forces in Europe and Africa (USAFE-AFAFRICA) has issued a Request for Information (RFI) for the Germany Aerial Mail Terminal - IV (GAMT-IV) services, which involves the efficient receipt, processing, and dispatch of mail for military personnel, Department of Defense civilians, and contractors within the European Theater and other designated Areas of Responsibility. The operation supports Army and Air Force Post Offices (APOs) and handles mail for all military locations in the European Theater, international destinations, and Continental United States delivery points, with primary operations conducted at Frankfurt International Airport. Interested contractors must submit a white paper by July 4, 2025, at 1400 CEST that includes administrative information, a 10-page capability statement addressing contract cost estimates, phase-in timeframe, and recommended contracting strategy. The RFI requires responses to specific questions about CLIN structure, process improvements, facility access, mail surge handling, personnel clearances, and scanning processes. This is strictly a market research effort and does not constitute a formal solicitation or commitment by the government to procure services, though potential offerors may be selected for further discussions to clarify capabilities and assess risks.
This procurement opportunity does not utilize any set-aside designations and is open to all eligible contractors. The contractor will be required to handle approximately 45-50 truck arrivals and departures per weekday while processing mixed working pouches and maintaining 24/7 operations at the mail terminal facility. The operation must be prepared to manage significant volume fluctuations, including up to a 30% increase during peak holiday seasons and potentially an 80% increase during wartime contingency operations. The Performance Work Statement emphasizes the need for comprehensive mail accountability, scanning of distribution labels, and maintenance of an empty equipment depository as part of the operational requirements. No information about current incumbents, specific award values, or budget ranges has been disclosed in this pre-solicitation notice. The RFI documentation indicates this represents a re-acquisition effort, suggesting there is an existing contract for these services that will be competed again.
