About this file

This is a Draft Performance Work Statement (PWS) for the United States Air Forces in Europe and Africa (USAFE-AFAFRICA) Germany Aerial Mail Terminal – IV (GAMT-IV) for mail handling and distribution, issued as a Request for Information (RFI) on 11 June 2025. The document outlines comprehensive requirements for processing, receiving, and dispatching military mail for U.S. forces personnel in the European Theater, including military, DoD civilian, and contractor mail through Army and Air Force Post Offices (APOs).

Key operational requirements include processing inbound and outbound mail at Frankfurt International Airport, managing mail intake and verification, sorting and distributing mail to designated destinations, scanning distribution labels, maintaining mail accountability, and operating an empty equipment depository. The contractor must handle approximately 45-50 truck arrivals/departures per weekday, process mixed working pouches, and be prepared to manage up to a 30% increase in mail volume during peak holiday seasons and potentially an 80% increase during wartime contingency operations. The facility must provide office space, maintain 24/7 operations, comply with postal regulations, and ensure mail security and integrity throughout processing and transportation.
