About this file
This document is a Request for Information (RFI) issued by the United States Air Forces in Europe and Africa (USAFE-AFAFRICA) for the Germany Aerial Mail Terminal - IV (GAMT-IV) services. The RFI seeks to gather market research on potential contractors capable of supporting mail operations for military personnel, DoD civilians, and contractors in the European Theater and designated Areas of Responsibility. The scope includes efficient receipt, processing, and dispatch of mail, supporting Army and Air Force Post Offices (APOs) and mail operations for military locations, international destinations, and Continental United States delivery points.
Interested parties are required to submit a white paper by 04 July 2025 at 1400 CEST via email to specified contacts. The white paper should include administrative information, a 10-page capability statement addressing contract cost estimates, phase-in timeframe, and a recommended contracting strategy. Respondents must also answer specific questions about CLIN structure, process improvements, facility access, mail surge handling, personnel clearances, and scanning processes. The RFI emphasizes that this is a market research effort only, does not constitute a formal solicitation, and does not commit the government to procure services. Potential offerors may be selected for further discussions to clarify capabilities and potential risks.
